Project Overview:

In Uíge, one of the largest electrification projects in Angola is currently underway.

The program includes more than 600 km of transmission lines and the construction of 9 new substations, covering 23 municipalities and 44 communes in the province.

This project will create 10,000 new household connections and public lighting systems, bringing electricity to thousands of families and driving social, agricultural, and industrial development in the region.

About the Role:

Currently, we are looking for an experienced Project Director in the Energy Industry to manage our energy solutions portfolio. With your extensive experience in HV substations and a proven track record in project management, you will take responsibility for the preparation, planning and implementation of HV substation projects. Your responsibilities will include the safety, quality, budget, schedule and reporting of your project and/or sub-project. In addition to your specialist experience, you must also be an efficient organizer, assertive, a capable communicator and a team player.

Project Leadership

  • Lead the full project lifecycle (initiation, planning, execution, monitoring, closing) in line with PMI BoK® standards.
  • Define scope, schedule, budget, risks, and deliverables, ensuring compliance with SPI and CPI performance indicators.
  • Oversee construction and commissioning, ensuring timely and safe delivery within cost and quality standards.

Technical Oversight

  • Define requirements for HV substations, including single line diagrams, layouts, transmission lines, transformers, busbar, control/protection equipment, and auxiliary systems.
  • Review, approve, and supervise HV equipment documentation, factory/site acceptance tests, and installation quality.
  • Control the full technical implementation process, from tendering and contract award to delivery and handover.
  • Ensure compliance with client requirements, regulations, safety standards, and technical guidelines.

Stakeholder & Team Management

  • Manage and coordinate Project Management Team (PMT), contractors, and third-party stakeholders.
  • Facilitate communication, resolve obstacles, and ensure HSE procedures are implemented.
  • Conduct regular progress reviews, site visits, and coordination meetings with clients and contractors.
  • Prepare reports, schedules, and forecasts for clients and senior management.

Commercial & Risk Management

  • Accountable for project cost control, budgeting, and financial oversight.
  • Manage change requests, risks, and regulatory requirements.
  • Evaluate technical and economic alternatives to support investment decisions.

Requirements

  • BSc in Electrical Engineering plus Project Management diploma/ qualification.
  • Minimum of least 20 years’ experience with 10 years leading the implementation of complex analysis, projects, and initiatives in Africa, Europe or South America.
  • Must be a multi-dimensional individual with experience in HV substations, transmission lines, MV/LV network reticulation and transformers, switchgear, HV/MV infrastructure protection schemes, etc.
  • Experience in tracking portfolio level project plans with well-defined scope, budgets, schedule milestones and performance against key metrics and indicators.
  • Proven track record and experience in leading a team in a highly complex and multidisciplinary technical environment.
  • Ability to lead and build teams and multiple internal partners.
  • Ability to build client partnership and work in cross functional teams, especially have strong relationship with Commercial team.
  • Experience advancing competitive procurements.
  • Self-motivated, creative thinker who can manage and delivering on tight deadlines with changing priorities.
  • Able to promote trust; work within a matrix environment, including collaboration within diverse, geographically dispersed teams.
  • Interpersonal, verbal, and written communication skills with ability to communicate to customers, key external stakeholders and at executive levels as required.
  • Excellent analytical, problem solving, organization and decision-making skills.
  • Proficient in Microsoft Office Suite (e.g., Outlook, Word, Excel, PowerPoint, Access, Project, and Visio)
  • Languages: Fluent Portuguese and English - mandatory.
  • Willingness to work and live in Angola provinces.
