About the Role

Wage: $4,658.46 to $6,211.27 biweekly

Job Type: Full Time, Hybrid (in office 1-2x/week or as needed)

Closing Date: 11/30/2025 or until filled


Purpose: Reporting to the Director of Finance, the Controller oversees all accounting operations for Douglas County Libraries (DCL) and the Douglas County Libraries Foundation (DCLF). This role oversees the accounting team and manages financial data reporting, maintains internal controls, and ensures compliance with accounting standards. The Controller works closely with the Director of Finance, Senior Leadership, and staff across the organization to support accurate, transparent financial practices.


Essential Duties and Responsibilities:

Functional Expertise (35%)

  • Lead all daily accounting operations, ensuring compliance with generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) standards for DCL and DCLF.
  • Develop and enforce strong internal controls, oversee sub-ledgers, reconciliations, fixed asset management, and ensure the accuracy and integrity of financial records.
  • Direct the preparation of the audited Annual Report, including financial statements, narratives, disclosures, and all required compliance filings.
  • Manage month- and year-end close processes, coordinate successful audits, and serve as a signing authority on general ledger transactions.
  • Provide strategic financial insights to senior leadership, utilizing advanced application skills to present complex data clearly and effectively.
  • Apply data insights and industry best practices to optimize departmental operations and guide staffing strategy.

Supervision (25%)

  • Oversees department hiring, staffing, training, discipline, and performance management; ; approves timecards and time-off requests promptly, ensures cross-training and process documentation for department.
  • Provides functional direction, ongoing feedback, and consistent support to align department performance with DCL’s brand, values, and priorities; maintains timely documentation per performance feedback expectations.
  • Fosters a supportive, engaged department culture that drives accountability, collaboration, productivity and retention; develops a high performing team
  • Responds to escalated or critical incidents and provides on-call support as needed

Leadership / Department Operations (35%)

  • Manages departmental operations, priorities, and workplans in alignment with DCL policies, procedures, and goals; provides backup support to the director as needed.
  • Applies strategic thinking, effective communication, and a proactive approach to strengthen operations, and lead change initiatives.
  • Develops the department budget and manages resource allocation; ensures timely, accurate invoice submission per purchasing guidelines.
  • Evaluates, selects, and manages vendor relationships to support departmental services.
  • Develops collaborative, cross-functional partnerships to advance departmental and organizational priorities.
  • Contributes to Library Leadership, division leadership, and district-wide initiatives; supports and attends DCL and DCLF board meetings as needed, represents DCL externally, as required.

Other Duties (5%)

  • Develops proficiency in relevant industry and organizational technology.
  • Engages in DCL’s performance feedback process and meets departmental expectations.

Performs other duties as assigned.

Requirements

Experience and Qualifications:

Required

  • Bachelor’s degree in accounting, finance, or related field.
  • Five years of accounting experience
  • Three years of supervisory experience
  • Intermediate technology skills for Microsoft 365 (Word, Excel, Outlook, Teams, Sharepoint) , and an ability to learn and apply new technologies.

Preferred

  • Seven years of accounting experience
  • Five years of supervisory experience
  • CPA (Certified Public Accountant) strongly preferred
  • Government accounting experience strongly preferred

A combination of experience and education will be considered.


Physical Requirements: Must have a reliable method of transportation between all DCL locations. Must have the physical ability, stamina, mobility and manual dexterity to support a 7-day a week operation. Stand, walk, bend to floor level, reach to a height over 70 inches, and read a minimum 8 point font, repetitively for extended periods. Handle materials, push/pull loads with a force of up to 35 pounds, carry 15 pounds, lift up to 35 pounds, and grip up to 15 pounds, repetitively. Kneel, squat, climb, and work at a computer workstation, frequently. Participate in meetings and events at various locations and at varied times throughout the day.
