POSITION DESCRIPTION

The Human Resource Manager is directly responsible for the overall administration, coordination and evaluation of the human resource function at Ojo Caliente Mineral Springs Resort and Spa. This position performs professional work of considerable difficulty overseeing a range of administrative functions related to human resource management.


The position ensures that human resource programs support the long-term business goals of the Resort by coordinating human resource activities to maximize the strategic use of human resources and maintain functions as they apply to employee relations, recruitment, compensation, benefits, safety, performance management, policy development and implementation, employment law, and regulatory compliance.


Responsibilities

Supervision:

  1. Oversees and manages the work of reporting Human Resources staff.
  2. Plans, organizes and controls all activities of the department.
  3. Develops department goals, objectives and systems.
  4. Responsible for the hiring of employees within the department.
  5. Identifies opportunities for improvement and resolves problems.
  6. Encourages the ongoing development of the Human Resources staff.
  7. Manages  and coordinates weekly office meetings to review work for the week, and discuss on-going projects and tasks.
  8. Evaluates decisions and results of department initiatives in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
  9. Ensures work schedules are maintained.

On-Going:

  1. Reviews, approves and officially signs off on all Personnel Actions such as New Hire, Status Change and Termination paperwork.
  2. Advises company managers about Human Resources issues.
  3. Provides advice and counsel to department heads, managers and staff on updating and interpreting programs.
  4. Represents the Resort for any unemployment claims, and prepares all documentation for claims and appeals in a timely, efficient manner. Attends unemployment hearings when necessary.

Recruitment and Staffing:

Recruitment

  1. Reviews and approves new employment advertisements.
  2. Screens, evaluates and interviews job applicants to fill select salaried, exempt, professional job openings.
  3. Performs reference checks for select exempt positions.
  4. Schedules candidate interviews with department managers for select exempt positions.
  5. Reviews questionable background checks and approves adverse action letters.

Staffing

  1. Conducts all terminations, including paperwork.
  2. Conducts exit interviews.
  3. Reviews termination file and eligibility for re-hire when former employee re-applies for a position.
  4. Analyzes attrition data and makes recommendations to the management team for corrective action and continuous improvement.

New Hires:

  1. Develops and oversees the successful On-Boarding process.
  2. Conducts weekly new-hire orientations to ensure employees gain an understanding of the company Core Values, benefit plans and enrollment provisions.

Payroll and Benefits:

  1. Oversees the successful management and coordination of all Benefits Open Enrollments.
  2. Handles and approves all FMLA claims and resolutions.
  3. Coordinates and resolves employee pay discrepancies with Payroll and Accounting and General Manager, as appropriate.
  4. Oversees monitoring of PTO balances for compliance with usage policy.
  5. Maintains compliance with federal, state and local employment and benefits laws and regulations.

 
 

Employee Relations:

  1. Responds  to employee relation issues such as employee complaints.
  2. Handles employee relations counseling, outplacement counseling and exit interviewing.
  3. Coaches, counsels and guides managers before executing employee disciplinary actions.
  4. Reviews and approves all PIFs with General Manager.
  5. Monitors Assists Managers with tardy and absenteeism reports and ensures proper documentation is issued on employees who have excessive tardiness or absenteeism problems

Training

  1. Facilitates and provides training to the workforce.
  2. Conducts weekly new hire orientation.
  3. Annual Safety and Awareness Day, including CPR/Blood borne Pathogen/AED Training.
  4. Provides PIF (Performance Improvement Form) disciplinary process training.
  5. Assists in facilitating annual Core Value Workshop

Safety/Risk Management

  1. Participates in annual Safety Inspections
  2. Assists with development of policies and procedures for the Safety Program.
  3. Assists in coordinating Safety and Risk Management Program at both resorts.

Performance Management:

  1. Monitors the performance evaluation program and revises as necessary.
  2. Distributes and monitors employee performance evaluations and ensures they are done in  a timely manner (i.e., three months, six months, one year and yearly thereafter).
  3. Assists in evaluation of reports, decisions and results of department in relation to established goals.
  4. Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed.
  5. Maintains and coordinates employee recognition programs.

Internship Program:

  1. Facilitates and manages Internship Program.
  2. Schedule, career fair, interviews, intern orientation. Evaluates program with General Manager.

Policy Development

  1. Assists with writing, revising company policies and procedures and related documents as needed, with HR Director.
  2. Develops and administers various human resources plan and procedures for all company personnel, with Director of Human Resources.
  3. Partners with employees and management to communicate various human resource policies, procedures, laws, standards and other government regulations.

Compliance:

  1. Ensures compliance with federal, state and local employment and benefits laws and regulations.
  2. Oversees records management and approves EEO-1, OSHA 300 and ACA reports.

Miscellaneous:

  1. Participates  in administrative staff meetings and attends other meetings, such as seminars.
  2. Coordinates employee holiday meals.
  3. Assists in coordinating employee events.
  4. Consistently models and integrates Core Values; accountability, authenticity, excellence, gratitude, happiness, integrity, mindfulness, respect and teamwork.

Qualifications 

  1. Bachelor's degree in in human resources or a related field and four years of human resource experience; or any combination of education, training and experience that demonstrates the ability to perform the duties of the position.
  2. PHR certification a plus
  3. Considerable knowledge of principles and practices of human resource management, dynamics of employee development and professional growth, and training program design and presentation.
  4. Working knowledge of state and federal labor laws and regulations and report preparation.
  5. Ability to plan, organize and present training activities to diverse employee groups, establish and maintain effective working relationships with employees, other agencies and the public, follow written and verbal instructions, and communicate effectively verbally and in writing.
  6. Strong computer competency in MS Office programs; experience with Applicant Tracking Systems and HRIS a plus.
  7. Analytical thinker; organized and meticulous attention to detail.
  8. Strategic and creative problem solver.
  9. Outstanding interpersonal and communication skills.
  10. Ability to handle confidential information and to be discreet.
  11. Ability to sit, stand, reach, lift, bend, kneel, stoop, climb, push and pull items weighing 40 pounds or less.
  12. The position requires manual dexterity; auditory and visual skills; the ability to follow written and oral instructions and procedures; and the ability to speak and communicate in a professional manner.
