Job Overview:

The Ohio Department of Medicaid (ODM) is seeking an experienced Payroll & Benefits professional to direct the implementation of payroll and benefits processing, absence management, and wellness initiatives. As the Payroll & Benefits Manager, your responsibilities will include:

  • Supervising payroll and benefits staff.
  • Assisting agency management staff with payroll, absence management issues, and providing technical assistance.
  • Advising payroll and benefits staff on complex Payroll, Disability, FMLA, Health Benefits, and Wellness questions/issues.
  • Assisting agency managers and staff with timekeeping issues.
  • Managing bi-weekly payroll processing, including system interfacing from Kronos to OAKS.
  • Coordinating health and wellness events (e.g. health fairs, flu clinics, biometric screenings).
  • Providing oversight of timekeeping and payroll issues and auditing payroll entries to ensure compliance.
  • Interpreting human resources policies and rules and providing technical advice regarding Ohio Administrative Code (OAC), Ohio Revised Code (ORC), Federal Rules and Regulations (e.g. ADA, FMLA).


4 yrs. exp. in human resources. 

-Or completion of undergraduate core program in human resources, business or public administration; 24 mos. exp. in human resources which included 12 mos. exp. in supervisory &/or management principles & techniques. 

-Or 12 mos. exp. as Human Capital Management Senior Analyst, 64613. 

-Or equivalent of Minimum Class Qualifications For Employment noted above.
