About the Role

The Role

 

This position will manage and lead all aspects of development works, including overall development management of new developments and existing assets enhancement initiatives across different sector classes ranging from commercial, retail, residential, industrial and logistics projects.

Job Responsibilities

 

  • To manage the development works to be on time, within budget, highest quality and safety standards.
  • Ability to manage the in-house team/consultants for all design/ procurement/ project management aspects from feasibility, design, procurement and construction stage till project completion and handover.
  • Well versed with authority submission process and regulatory requirements in Japan.
  • Lead team on design during feasibility study and project costs estimate. Give technical inputs to ensure that feasibility study overall comply with local regulations, relevant code and practical. To coordinate with Singapore HQ and Asset Management team to identify project risks and mitigation measures.
  • Manage shortlisting process and pre-qualification of all consultants, contractors and vendors. Maintain a documentation and assessment system of the same. 
  • Complying with all corporate DOA and procurement process, lead project team to manage procurement of consultants, contractors and vendors.
  • Manage the development of design concepts / options for the projects, which include conceptualizing development design requirements and formulate design briefs to ensure that these are aligned with the Company and project development strategy. To ensure that design efficiency/net lettable area/nett saleable area are achieved or better than feasibility stage.
  • Manage the design consultants and liaise with all relevant authorities for timely regulatory approval and permits of projects.
  • Coordinate with business units and stakeholders to develop project scopes, objectives, and deliverables and obtain quality, design, time and costs alignment.
  • Formulate procurement strategy to obtain competitive costs.
  • Manage the construction and contract administration. Work with team to forecast, track and monitor site progress, costs and delivery quality during construction stage. 
  • Ensure time, costs and quality targets are met during construction stage and meet all handover requirements from Assets Management teams.
  • Manage project schedule, project quality inspections, site safety and manage project costs to meet approved budget and targets.
  • Monitor project financials, track expenses and implement cost saving measures. Review contracts, negotiate with suppliers and manage variation orders.

  • Support company initiatives including but not limited to sustainability, buildability, procurement, compliance and governance.
  • Strong leadership, strategic planning and stakeholder management skills.
  • Maintain full integrity and adopt zero tolerance on malpractices at all stages of project.

Job Requirements

 

  • Local with a good ability in written and fluent spoken English
  • Degree in Architecture, Project Management/Construction preferred, but open to Civil/Structural/MEP Engineering and other related fields.
  • Minimum 15 years of relevant strong experience in full cycle development, from design work, project management, project administration to site execution of projects.
  • Priority will be given to those with industrial project (warehouse, data centre), commercial projects and retail project experiences with good track records in those asset types.
  • Possess strong business acumen, strong communication skills, able to operate team independently, has cultural sensitivity, has strong endurance and high adaptability to change.
  • Seeks continuous improvement to design and processes through consistently challenging the status quo or value engineering the optimum solution to all aspects of the project and development.
  • Possess positive mindset with strong organization and planning skills.
  • Possess good problem-solving skills. Resolve conflicts, delays and unforeseen issues effectively.
  • Deep understanding of the design and relevant technical requirements, construction industry, construction methods, contracts, regulations and good industry network.
