The Urban League of Rochester was founded in 1965 in the wake of racial unrest and riots that crippled the Rochester community. The formation of the agency, which is an affiliate of the National Urban League, was intended to address the material needs of poor and minority citizens in areas such as housing, employment, education, health and economic parity. Today, the Urban League of Rochester offers over 30 programs in the areas of youth services, services for the developmentally disabled, economic development, employment services, family and children services, education, homeownership and entrepreneurial assistance. In 2013, the League served over 4,000 individuals.
About the Role

Description

FUNCTION: Within the boundaries of federal, state, local, and agency regulations, the IREE Director oversees the planning, development and implementation of the Improving Reentry Education and Employment Outcomes (IREE) Program. The program supports the education of currently incarcerated individuals and successful reintegration of individuals returning from incarceration back into the community. The program’s goals are to reduce recidivism, and improve education and employment outcomes. 


REPORTS TO: Divisional Director of Workforce Development

FULL TIME/PART TIME: Full Time (35+ hours per week)

MANAGES/COACHES:  Senior Career Advocate, Career Advocate


RESPONSIBILITIES:

1. Plan, develop, administer, and provide oversight to the IREE Program.

2. Design and monitor program and organizational structure to ensure continual quality and integration of all program components.

3. Develop, build, and maintain strong community support and collaborative program partnerships with community and educational and training organizations; employers; and city, state, county and federal agencies. This includes the Monroe County Sherriff’s Department, the Monroe County Office of Probation, the Workforce Development Board, and contracted training partners.

4. Administer program daily.

5. Supervise all support services or special projects assigned to the program to ensure that program goals are met.

6. Assist program staff with delivery of direct program services, including, but not limited to, restorative justice projects, job readiness training, workshops, and demonstrations. 

7. Recruit and interview candidates for positions within the program and make recommendations on personnel decisions to the Director of Human Resources.

8. Supervise program staff and monitor/evaluate the job performance of each team member in the program.

9. Monitor the program budget.

10. Monitor the program’s progress toward goals and develop plans for corrective action as required.

11. Oversee the preparation and regular submission of all reports necessary for management and funding sources.

12. Complete records and reports to track and assure successful program outcomes.

13. Maintain and submit required documentation to the Divisional Director in a timely manner to ensure deadlines are met and ensure effective program operation.

14. Participate in training and orientation as required and approved by the Divisional Director for effective program operation.

15. In collaboration with the Program Planning, Research and Evaluation Department, search for funding opportunities and raise program funds from public and private funding sources.

16. Establish and maintain rapport with appropriate referral organizations

17. Perform such duties as the supervisor may assign.

18. Attend all Urban League of Rochester events and fundraising functions.

Requirements

 QUALIFICATIONS:

· Bachelor’s degree with at least three years of education and employment training experience is required.

· Master’s Degree (or equivalent) in Social Work, Education, Criminal Justice, Public Administration or related field with at least two years of education and employment training experience is preferred.

· At least three years of demonstrated supervisory ability with experience in organizing and directing programs and/or support services in a community-based setting.

· Experience managing federal, state, or local grant-funded programs is a plus.

· At least three years of experience working with formerly incarcerated individuals.

· Ability to relate to and work with a diverse population and understand the issues relevant to such population.

· Experience working with community and faith-based organizations. 

· Knowledge of available community resources.

· Excellent written and oral communications skills.

· Strong analytical skills and attention to detail.

· Ability to function effectively as part of a team. 

· Ability to work in a fast-paced environment with demonstrated ability to juggle multiple, competing tasks and demands.

· Ability to provide own transportation. Valid New York State Driver’s License with clean abstract.

· Ability to work evenings and weekends, when required.

· Must be customer service oriented.

· Proficient with Microsoft Office, including Word and Excel
