This position performs senior-level professional work in the management of capital improvement and repair/replacement projects for treatment facilities and distribution/collection systems. Position relies on advanced level experience to determine the best approach. Works with minimal supervision. Exercises judgment in accordance with well-defined policies and procedures.

Duties and Responsibilities

  • Responsible for overseeing the full cycle of all projects from charter through final completion and acceptance.
  • Manages the development of project design plans and specifications, budgets, cost estimating, time scheduling ad provides coordination and inspection review.
  • Prepare time schedules, budget reports and technical specifications for a variety of projects.
  • Create and/or coordinate technical portions of project contract documents with BSU purchasing staff and provides a review of final procurement documents.
  • Administer project contracts, including review, recommendation and processing of change orders; tracks and advises on contract expenditures against budget; track and advise on project schedules.
  • Research, analyze and report on utility functions, including but not limited to, regulatory compliance, system operations and utility/developer agreements.
  • Coordinates construction and maintenance projects with other departments and outside developers.
  • Coordinate and meet with all other departments, governmental agencies, consultants, contractors and other related parties regarding planning, design, permitting, and construction.
  • Conduct occasional field inspections of projects to verify compliance with plans, specifications, and contract documents.
  • Prepare various permit applications and departmental reports.
  • Work with BSU staff to assist in asset management, chartering future repair and replacement projects.
  • Perform other duties as assigned.
  • General Engineering principles and practices regarding design and construction.
  • Federal, state and local permitting and regulatory requirements regarding utility infrastructure processes and understanding of the concepts related to utility/developer agreements, design planning bidding contract management and construction techniques, inspection and management.
  • Contractual obligations of plans, specifications, addendums, and project cost.
  • Design, hydraulic modeling, geographical information systems and asset management software.
  • Company Policy and Procedures.
  • Proficient use in Microsoft Office products (Word, Excel, PowerPoint and Outlook).
  • Modern office equipment and various computer programs and applications.
  • Operation of various electronic devices.
  • Administering construction contracts.
  • Collecting, analyzing and interpreting data.
  • Understanding concepts related to utility/developers in design, planning, bidding and contract management.
  • Creating presentations and exhibits for a variety of construction projects.
  • Managing and tracking large projects.
  • Organization, prioritization and time management.
  • Read, interpret, and explain contracts, specifications, site plans, and shop drawings.
  • Be adaptable to performing under frequent deadlines and/or in response to emergencies.
  • Read and interpret various technical materials, ranging from moderate to complex terminology associated with job functions.
  • Exercise discretion and maintain confidentiality of sensitive information.
  • Make decisions in accordance with BSU and department policies.
  • Read, interpret, and explain ordinances, codes, agreements, and related documents.
  • Identify, troubleshoot, predict, and resolve problems on projects.
  • Analyze and interpret problems and draw valid conclusions in task processing and prioritization.
  • Work with minimal supervision.
  • Perform duties in accordance with standard operating procedures.
  • Clearly communicate and understand information both orally and in writing.
  • Establish and maintain effective and cooperative working relationships with both internal and external contacts.


Requirements

  • Bachelor's degree in civil engineering, environmental engineering or closely related field from an accredited college or university; supplemented by two (2+) or more years’ experience in underground construction and utility management; some supervisory experience required; or an equivalent combination of education, certification, training, and/or experience may be considered.
  • Valid Florida driver’s license.
