About the Role

JOB RESPONSIBILITIES:  

The Controller reports to the Finance Director and oversees the City's accounting, payroll, accounts payable, and related financial operations. This position ensures the integrity of the City’s financial records, directs the preparation of monthly and annual financial statements, and maintains the general ledger in accordance with GAAP and GASB requirements. The Controller supports development of the annual budget, leads complex financial analyses, manages internal controls, and may serve as Acting Finance Director as needed.


The Controller plays a key role in treasury, cash, and debt management activities; coordinates the annual external audit; and oversees preparation of the Annual Comprehensive Financial Report (ACFR). The role also contributes to long-range financial planning, operational improvements, and organization-wide fiscal policy development.


  

ESSENTIAL DUTIES & RESPONSIBILITIES:

· Directs all accounting operations, including general ledger maintenance, payroll, accounts payable, pensions, and financial reporting. 

· Ensures timely preparation of monthly, quarterly, and annual financial statements in compliance with GAAP, GASB, and City policies. 

· Oversees reconciliation of bank accounts, vendor statements, payroll liabilities, and fund balances. 

· Maintains accurate financial records for all City funds and programs.

· Conducts complex financial analyses, special projects, and reporting as required. 

· Develops, implements, and monitors internal control procedures.

· Conducts internal reviews of financial transactions to ensure compliance with laws, regulations, and City ordinances. 

· Coordinates the annual external audit, including preparation of schedules, workpapers, and staff assignments.

· Oversees preparation of the City’s ACFR.

· Assists in the development of the City’s annual operating and capital budgets.

· Reviews and monitors budget-to-actual performance for departments and capital projects. 

· Assists with cash flow management, investments, and debt service activities. 

· Supervises professional and administrative staff; recommends and implements department policies and process improvements. 

· Serves as a liaison to City departments, elected officials, external agencies, and the public.

Full-Time Position

Salary Range $89,931 - $114,662 

Requirements

QUALIFICATIONS

· Bachelor’s degree in Accounting, Finance, Public Administration, or related field.

· 6-10 Years of progressively responsible experience in governmental accounting and public-sector reporting.

· Minimum 5 years of supervisory experience.

· Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), or Certified Government Financial Manager (CGFM) required.

· Must be bondable. 

· Strong knowledge of GAAP, GASB, governmental fund accounting, and public-sector reporting. 

· Proficiency with ERP systems and advanced Excel skills. 

· Strong analytical, problem-solving, communication, and leadership abilities. 


  

PHYSICAL REQUIREMENTS:

Ability to operate a computer keyboard and desk calculator by touch. Ability to handle large printouts or files (up to 30 pounds), and bend or stoop to reach low file drawers. Ability to read and copy from one document to another.
