About the Role

Description

The Systems Administrator provides enterprise IT and network infrastructure support to the Naval Surface Warfare Center (NSWC). This role is responsible for the administration, maintenance, security, and performance of Government information systems supporting mission-critical Navy operations. The Systems Administrator ensures the reliability, availability, and security of systems across on-premises, virtualized, and cloud environments.


Network Infrastructure

The Systems Administrator shall demonstrate knowledge and experience in the following areas:

  • Computer networking concepts, protocols, and security methodologies
  • Local Area Network (LAN) / Wide Area Network (WAN) architecture and pathways
  • Bandwidth management principles and techniques
  • Network traffic flow, including TCP/IP and the OSI model
  • Performance tuning tools and techniques
  • Remote access technologies
  • Virtual Private Network (VPN) security
  • Network protocols, including:
    • Transmission Control Protocol / Internet Protocol (TCP/IP)
    • Dynamic Host Configuration Protocol (DHCP)
    • Domain Name System (DNS)
    • Directory services
  • Common network diagnostic tools, including:
    • ping
    • traceroute
    • nslookup
  • File system implementations, including:
    • New Technology File System (NTFS)
    • File Allocation Table (FAT)
    • Extended File System (EXT)
  • Virtualization technologies and virtual machine management

Security Expertise

The Systems Administrator shall possess knowledge of IT and system security concepts, including:

  • IT security principles and methods, including firewalls, demilitarized zones (DMZs), and encryption
  • Network security architecture concepts, including topology, protocols, and defense-in-depth strategies
  • Cybersecurity principles, threats, and vulnerabilities
  • Knowledge of national and international cybersecurity laws, regulations, and policies
  • Organizational IT user security policies, including account management and access control
  • Data security standards, including protection of:
    • Personally Identifiable Information (PII)
    • Payment Card Information (PCI)
    • Protected Health Information (PHI)
  • System administration, network, and operating system hardening techniques
  • Software-based computer protection tools, including:
    • Firewalls
    • Antivirus
    • Antispyware
  • Knowledge of transmission records and technologies, including:
    • Bluetooth
    • Radio Frequency Identification (RFID)
    • Infrared (IR)
    • Wi-Fi
  • Awareness of jamming techniques and related risks

System Administration

The Systems Administrator shall demonstrate experience in:

  • Administration of server and client operating systems
  • Systems administration concepts and best practices
  • Enterprise IT architecture
  • Use of system and server diagnostic tools and fault identification techniques
  • Operating system command line / prompt utilities, including:
    • ipconfig
    • netstat
    • dir
    • nbtstat
  • Execution of system maintenance procedures, including:
    • System cleaning
    • Disk checks
    • Reboots
    • Backups

Cloud Computing

The Systems Administrator shall possess experience with cloud computing concepts, including:

  • Cloud computing service models:
    • Software as a Service (SaaS)
    • Infrastructure as a Service (IaaS)
    • Platform as a Service (PaaS)
  • Cloud computing deployment models:
    • Private
    • Public
    • Hybrid
  • Cloud security strategy and architecture
  • Migrating workloads between cloud service and deployment models


Key Responsibilities

  • Administer and maintain NSWC IT systems and network infrastructure
  • Monitor system performance, availability, and security
  • Implement system updates, patches, and configuration changes
  • Support troubleshooting and incident resolution
  • Ensure compliance with DoD, Navy, and NSWC IT security requirements
  • Support virtualization and cloud-based system environments
  • Coordinate with Government stakeholders and technical teams

Requirements

  • Four (4) years of system management experience
  • Demonstrated experience supporting enterprise IT systems in a DoD, Navy, or Federal environment
  • Experience administering both server and client operating systems
