About the Role

Description

The Program Manager provides comprehensive program and contract management support to the Naval Surface Warfare Center (NSWC). This role is responsible for overseeing the technical, administrative, cost, and schedule performance of Government contracts supporting Navy network systems and related mission-critical capabilities. The Program Manager serves as the primary interface between Government stakeholders, technical teams, and contractor leadership to ensure successful program execution.


Key Responsibilities

  • Serve as the primary point of contact for NSWC Government customers
     
  • Provide program leadership and direction across all contract task areas
     
  • Ensure compliance with contract requirements, performance metrics, and deliverables
     
  • Coordinate with technical leads to ensure alignment with program objectives
     
  • Track and report program status, risks, and performance to Government stakeholders
     
  • Support planning, execution, and closeout of contract activities
     
  • Ensure effective communication across internal teams and Government counterparts

Requirements

The Program Manager shall possess demonstrated experience in the following areas:

  • Oversight of both technical and administrative aspects of Government contract performance
     
  • Monitoring timeliness and quality of contract services and data deliverables
     
  • Oversight and management of contract schedule and cost performance, including risk identification and mitigation
     
  • Experience managing teams of skilled professional, technical, and support personnel involved in:
     
    • Navy network systems
       
    • Systems design and development
       
    • Test and evaluation
       
    • Training and operational support
       
  • Demonstrated ability to interface effectively with Government customers, stakeholders, and sponsors
     
  • Proven track record of delivering quality products on time and within budget
     
  • Demonstrated ability to:
     
    • Plan, design, coordinate, and control project work
       
    • Manage program execution to meet sponsor objectives
       
    • Lead and manage a diverse technical workforce composed of multiple skill sets


Minimum Qualifications

  • Five (5) years of experience in Contract Management
     
  • Demonstrated experience managing Government contracts in a DoD or Navy environment
     
  • Proven leadership experience overseeing multidisciplinary technical teams
