JOB SUMMARY

The Deputy Director of Technical Services (TS) serves as the principal operational and strategic partner to the Director of Technical Services, playing a central role in shaping, executing, and sustaining GMRE’s technical services portfolio. This senior-level role is responsible for driving operational excellence, overseeing large-scale program execution, and ensuring alignment between the TS business unit, corporate strategy, and Department of Defense (DoD) customer needs.


The Deputy Director provides both leadership and enterprise-level integration, ensuring that all TS programs perform at the highest levels of quality, compliance, financial stewardship, and customer satisfaction. This role acts with delegated authority on behalf of the Director and may serve as Acting Director when required.


ROLES AND RESPONSIBILITIES

ENTERPRISE LEADERSHIP & STRATEGIC INTEGRATION

  • Serve as the Director’s principal deputy, overseeing strategic initiatives and ensuring alignment between TS operations and GMRE’s corporate objectives.
  • Lead cross-functional coordination with other business units, shaping enterprise-level integration and organizational cohesion.
  • Co-develop and execute multi-year strategic growth plans, identifying new markets, capabilities, and opportunities for technical services expansion.
  • Represent the TS business unit in executive discussions, strategic reviews, and high-level customer engagements.


OPERATIONAL EXECUTION & PROGRAM EXCELLENCE

  • Provide senior oversight of all TS program execution, ensuring adherence to contractual requirements, performance metrics, deliverables, and quality standards.
  • Provide executive oversight and integration of all TS contract execution, ensuring compliance with FAR/DFARS, cost allowability, audit readiness, subcontract strategy, and regulatory requirements in coordination with Corporate Contracts and Finance.
  • Lead enterprise-wide operational improvements, enabling scalable growth, cost optimization, and increased delivery efficiency.
  • Oversee major proposals, technical solutioning, and capture activities to support strategic Business Development efforts.
  • Evaluate emerging technologies, regulatory changes, and industry best practices to guide the evolution of TS processes and capabilities.


PEOPLE LEADERSHIP & ORGANIZATIONAL DEVELOPMENT

  • Lead, mentor, and develop a large, multidisciplinary workforce spanning program managers, engineers, technicians, and SMEs.
  • Shape workforce strategy, including succession planning, talent pipeline development, career path structuring, and leadership development.
  • Foster a high-performance culture grounded in accountability, innovation, and operational excellence.
  • Serve as a senior advisor on personnel actions, including hiring, performance management, and conflict resolution.


CUSTOMER, PARTNER, & STAKEHOLDER ENGAGEMENT

  • Build and maintain trusted relationships with senior DoD leaders, industry partners, and key stakeholders.
  • Lead executive-level customer engagements, ensuring alignment with mission priorities, resourcing needs, and long-term program objectives.
  • Partner with Business Development in identifying strategic pursuits, shaping capture strategies, and expanding GMRE’s TS footprint.
  • Serve as a senior representative of GMRE in interagency, cross-service, and joint working groups.


FINANCIAL STEWARDSHIP & RESOURCE ALIGNMENT

  • Lead financial planning, portfolio-level budgeting, and forecasting for the TS business unit in collaboration with the Director, CFO, and COO.
  • Ensure efficient allocation and utilization of labor, subcontractors, equipment, and other resources across all TS programs.
  • Drive initiatives to improve profitability, labor utilization, indirect cost reduction, and execution efficiency.
  • Support executive decision-making through financial analysis, risk assessment, and strategic recommendation.


RISK, COMPLIANCE & GOVERNANCE

  • Oversee TS compliance with DoD regulations, company policies, ISO/AS9100 standards, and cybersecurity requirements.
  • Provide executive oversight for TS participation in ISO/AS9100 audits, including leadership of corrective actions, root cause analyses, and sustained compliance monitoring.
  • Lead risk management efforts, ensuring identification, mitigation, and monitoring of operational, financial, and strategic risks.
  • Shape and maintain a robust safety culture supported by mature policies, processes, and work instructions.
  • Serve as senior advisor on governance, program risk, and regulatory readiness.

EDUCATION & EXPERIENCE

  • Bachelor’s degree in STEM, Business, or related field (Masters degree strongly preferred).
  • 15+ years of experience in aerospace/defense, including leadership of large teams or multi-program portfolios.
  • Proven success in high-level program management, operational leadership, and strategic planning.
  • Experience working directly with senior DoD customers, cross-service programs, or joint organizations.
  • Demonstrated experience in organizational transformation or enterprise integration is highly desirable.


SECURITY CLEARANCE & REQUIREMENTS

  • Active U.S. SECRET clearance required (TOP SECRET or SCI eligibility strongly preferred).
  • Valid driver’s license and ability to travel for customer and program needs.


TRAVEL REQUIREMENTS

  • Approximately 30–50% travel, including domestic and occasional OCONUS travel.
