Digital Consultants seeks a Senior Program Specialist who serves as a senior technical advisor applying emerging technology, advanced analytics, and strategic planning expertise to support USSOUTHCOM, Joint Directorates, academia partners, and foreign mission partners. The SPS develops and articulates strategic vision, aligns technology adoption with mission objectives, and drives integration of multi-domain data, GIS capabilities, AI/ML, and operational intelligence workflows across the enterprise.
Duties to include:
- Apply advanced capabilities including graph stores, RDF triples, Location-Based Intelligence (LBI), AI/ML models, data enrichment pipelines, and GIS systems to support command objectives.
- Provide technical, operational, and intelligence advisory support to command elements and strategic partners, enabling interoperability and technology integration.
- Lead system architecture development, conceptual design, and technical briefings for internal and external audiences.
- Support planning and execution of military exercises, operations, and technology-enabled mission scenarios.
- Deliver briefings, debriefings, and risk/mitigation analyses related to technology integration and task execution.
- Maintain project milestones and technology roadmaps, ensuring traceability to operational outcomes.
- Mentor, train, and advise senior leadership on emerging technologies, analytic modernization, and capability integration.
- Leverage Esri ArcGIS Enterprise systems to support geospatial intelligence workflows.
Requirements
- Clearance: TS/SCI
- Education: Master’s degree or minimum of 11+ years’ experience supporting DoD and/or Interagency organizations.
- Certifications: PMP or PgMP desired,
Experience:·
- Demonstrated experience in early adoption of emerging technologies and cross-functional technology integration.· Experience producing architectural briefings, roadmaps, and strategic technology plans.
- Expert knowledge of emerging technologies, GIS platforms, AI/ML, and multi-source data integration.
- Ability to develop strategic vision, influence stakeholders, and communicate complex concepts to senior leaders.· Knowledge of analytic frameworks, data enrichment techniques, geospatial systems, and intelligence workflows.
- Strong presentation, briefing, and mission planning skills.
- Demonstrated ability to support cross-functional, joint, and multinational partnerships.
- The candidate must, with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., moving a case of paper or similar task).
