Description
The Proposal Manager (PM) is responsible for leading the end-to-end development,
coordination, and submission of high-quality, compliant, and competitive responses to Requests
for Proposal (RFPs), Requests for Qualifications (RFQs), Invitations for Bid (IFBs), and other
procurement opportunities. This role serves as the central point of accountability for proposal
execution, ensuring all submissions align with company capabilities, brand standards,
compliance requirements, and strategic objectives.
The DPBD collaborates closely with executive leadership, operations, finance, safety,
compliance, legal, and marketing teams to produce compelling proposals that clearly articulate
the company’s value proposition and competitive differentiation.
Requirements
Proposal Leadership & Management
• Lead and manage the full proposal lifecycle from opportunity identification through final
submission.
• Serve as the primary point of contact for all RFP-related activities.
• Develop proposal schedules, compliance matrices, and responsibility assignments.
• Ensure strict adherence to submission deadlines, formatting requirements, and
procurement instructions.
Content Development & Coordination
• Draft, edit, and refine proposal narratives, executive summaries, technical responses,
and operational approaches.
• Coordinate content contributions from internal subject matter experts, including
operations, safety, maintenance, IT, HR, and finance.
• Ensure consistency of messaging, tone, branding, and formatting across all proposal
sections.
• Maintain and continuously improve proposal templates, boilerplate content, and pastperformance libraries.
Compliance & Quality Assurance
• Review all proposal responses for compliance with RFP requirements, evaluation criteria,
and contractual terms.
• Conduct red-team and final quality-control reviews prior to submission.
• Validate accuracy of pricing narratives, assumptions, and operational commitments in
coordination with finance and operations.
Strategy & Competitive Positioning
• Collaborate with business development and executive leadership to develop win
strategies and value propositions.
• Support competitive analysis and positioning for public and private-sector bids.
• Align proposal messaging with company strengths, differentiators, and client-specific
needs.
Submission & Post-Submission Support
• Manage electronic and physical proposal submissions, including portal uploads and
confirmations.
• Track proposal outcomes, debriefs, and feedback.
• Support contract transition and startup documentation upon award, as needed.
Qualifications & Experience
Required Qualifications
• Bachelor’s degree in Business, Communications, Marketing, Public Administration, or a
related field (or equivalent experience).
• Minimum 3–5 years of experience managing or coordinating RFP/RFQ/IFB responses.
• Demonstrated experience producing successful proposals in regulated or service-driven
industries.
• Strong project management, writing, and editing skills.
• Ability to manage multiple deadlines and competing priorities in a fast-paced
environment.
Preferred Qualifications
• Experience in transportation, transit, logistics, government contracting, healthcare, or
public-sector services.
• Familiarity with federal, state, and municipal procurement processes.
• Experience with proposal management software or CRM tools.
• Understanding of pricing models, operational costing, and compliance frameworks.
