The Deputy BPA Program Manager supports the overall leadership, management, and execution of a GSA Multiple Award Schedule Blanket Purchase Agreement (BPA) in support of the Federal Emergency Management Agency (FEMA), Continuous Improvement Division (CID). The Deputy BPA Program Manager assists the BPA Program Manager in ensuring successful delivery of services across all BPA call orders and serves as the acting Program Manager in the absence of the BPA Program Manager.
This role provides day-to-day operational oversight, coordination, and management support across program activities, ensuring compliance with BPA requirements, effective execution of call orders, and consistent delivery of high-quality services aligned with FEMA’s mission and continuous improvement objectives.
Key Responsibilities
BPA Program Support & Continuity
The Deputy BPA Program Manager supports overall BPA governance and assists with management of the BPA across base and option periods. The role ensures continuity of operations by supporting program leadership functions and assuming full program management responsibilities when required.
Responsibilities include supporting implementation of management processes, internal controls, and reporting mechanisms that ensure consistent execution of BPA activities and alignment with approved scope and authorized call orders.
Call Order Oversight & Execution
The Deputy BPA Program Manager supports planning, execution, and monitoring of BPA call orders. Responsibilities include assisting with review of call order quotations, validating proposed labor categories and levels of effort, and supporting timely mobilization of resources upon call order award.
The role monitors call order performance, tracks progress against milestones, identifies risks or issues, and supports development and implementation of corrective actions to maintain schedule, quality, and cost objectives.
Program Management & Performance Monitoring
The Deputy BPA Program Manager supports integrated program management across BPA task areas, which may include program management support, data collection and analysis, systems support, training and technical assistance, disaster readiness and operations, after-action reviews, and program consulting services.
Responsibilities include supporting performance monitoring activities, tracking deliverables, and assisting with preparation of status reports, dashboards, and program updates used to communicate progress, risks, and accomplishments.
Quality Assurance & Compliance Support
The Deputy BPA Program Manager supports contractor compliance with government quality assurance and surveillance requirements. This includes assisting with implementation of internal quality control processes aligned with applicable Quality Assurance Surveillance Plans (QASP).
The role supports inspections, performance reviews, and evaluation activities and assists in tracking and resolving identified deficiencies. The Deputy BPA Program Manager supports maintenance of high performance standards and positive contractor performance assessments.
Requirements
- Bachelor’s degree in Business, Public Administration, Emergency Management, Information Systems, or a related field
- Ten to twelve years of experience supporting federal programs, BPAs, or multi-task-order contracts
- Demonstrated experience supporting program or project management functions on federal contracts
- Experience with GSA Multiple Award Schedule contracts and call-order execution
- Familiarity with federal acquisition regulations and contractor compliance requirements
- Strong organizational, coordination, and problem-solving skills
- Excellent written and verbal communication skills
Preferred Qualifications
- Experience supporting FEMA, DHS, or other federal mission-support organizations
- Experience supporting disaster readiness, continuous improvement, or operational programs
- Familiarity with quality assurance surveillance and contractor performance evaluation processes
- Project Management Professional (PMP) or equivalent certification
