Position Overview: The Subject Matter Expert (SME) / Technical Writer will provide on-site support to Combat Development & Integration (CD&I), Marine Corps Combat Development Command (MCCDC), Quantico, VA. This role supports Capabilities Integration Officers (CIOs) and Technical Integration Officers (TIOs) by developing, analyzing, and maintaining capability and acquisition documentation that informs Marine Corps requirements, force design, and acquisition decisions. The position requires deep understanding of the acquisition lifecycle and the ability to assess second- and third-order impacts of requirements decisions on cost, schedule, testing, training, and sustainment.  


This Position is Contingent Upon Award 


Anticipated Start Date: June 2026 


Support Hours: Applicant shall be available during core work hours as established by the Government customer.

Job Type: Full-time/Exempt 


Location: Quantico, VA (Onsite) 


Clearance Required: Active Secret  
 

Travel Requirement: Approximately 10% 


Position Responsibilities: 

  • Support Approved Acquisition Objective (AAO) validation and updates within the Total Force Structure Management System (TFSMS).    
  • Draft, update, and staff requirements documentation, including Capability Development Documents (CDDs), capability analyses, and supporting annexes.    
  • Coordinate closely with CIOs, TIOs, and government stakeholders to ensure requirements align with operational concepts, doctrine, and force employment.    
  • Evaluate proposed materiel solutions for alignment with validated requirements and challenge requirements that do not materially change operational outcomes.    
  • Assess second- and third-order impacts of requirements decisions on acquisition, testing, training, logistics, and sustainment.    
  • Maintain traceability between requirements, acquisition documentation, and program execution artifacts.    
  • Participate in Integrated Product Teams (IPTs), working groups, and capability reviews; prepare briefing materials and decision-support products.    
  • Provide subject matter insight informed by operational experience where applicable (e.g., infantry weapons, optics, mortars, anti-armor, air insertion, reconnaissance systems).  
  • Process Task Organization and Change Requests (TOECRS).

Requirements


  • Experience supporting DoD or USMC requirements development, acquisition, or force development activities.  
  • Familiarity with JCIDS, TFSMS, and the defense acquisition lifecycle. 
  • Active Secret clearance required.  

Preferred Skills/Experience: 

  • Bachelor’s degree or degree may be substituted with additional relevant experience.   
  • Prior service experience in a combat arms MOS (e.g., infantry, artillery, reconnaissance)    
  • Experience working within MCCDC or CD&I, preferably Total Force Structure Division or Capabilities Development Directorate Maneuver Branch    
  • Familiarity with Marine Corps doctrine and Force Design initiatives    
  • Experience evaluating sustainment and lifecycle impacts of materiel decisions
