ESS Technical Lab Manager


CompQsoft is seeking a qualified candidate for The OTC ESS Technical Lab Manager.  This is a senior-level role combining high-level leadership with deep technical expertise in Field Service Engineering. This individual serves as the Lab Lead, providing technical guidance and leadership to the Lab Support Team while overseeing all administrative and technical operations within the OT2 and OT3 environments. As a Senior Field Service Engineer (FSE), you will be the primary technical representative on-site, ensuring the operational readiness of specialized Security Systems used by the U.S. Navy.

Key Responsibilities & Leadership

  • Team Leadership: Provide technical expertise, guidance, and leadership to the Lab Support Team.
  • Operations Management: Oversee the administrative and technical operations, coordinate projects, and support the development and implementation of Lab processes and procedures.
  • Resource Allocation: Oversee and allocate Lab resources and manning for Change Request (CR) execution and system integration in coordination with the Test Coordinator.
  • Reporting & Communication: Review and approve all reports and customer communications; provide weekly project status updates to the Test Coordinator and NWIC.
  • Change Management: Adhere to the CNIC Enterprise Change Request (CR) approval process before executing updates to software, access controls, network settings, or hardware.
  • Compliance & SOPs: Conduct internal meetings for status updates, resource allocation, and SOP implementation; ensure all lab activities comply with CNIC Program standards and security policies.

Technical Systems & Sustainment

The Technical Lab Manager is responsible for the sustainment, maintenance, and configuration of an extensive suite of mission-critical systems:

  • Change Management: Adhere to the CNIC Enterprise Change Request (CR) approval process before executing updates to software, access controls, network settings, or hardware.
  • Compliance & SOPs: Conduct internal meetings for status updates, resource allocation, and SOP implementation; ensure all lab activities comply with CNIC Program standards and security policies.Category Systems & Equipment Managed Operational Platforms
  • Lab Environments PSAC-EA, NPACS, LAMAS, vLAMAS, and GBRS\.  Systems residing in OT2/OT3 PSAC-EA Lab systems including PSIMS, ENERMS, ACSI, ABA/APT, MIDF, PIDF
  • Access & Alarms  Lenel ACS, Milestone, DMP IDS/ACS, Bosch IDS/ACS, Hirsch IDS/ACS, AMAG Sentry 
  • Surveillance & Radar Long-Range Radar, Coast Guard EO/IR Camera systems, Clear Align, and FLIR multi-sensor systems 
  • IT Infrastructure DUCS, TUCS, and PUCS (Development, Test, and Pre-Production Unified Computing Systems) 
  • Specialized Software CyberSecure, GV-MNS, and ONCERS 

Field Service Engineering (FSE) Execution

As a Senior FSE, you will lead the "boots-on-the-ground" technical efforts:

  • Installation & Deployment: Direct the physical installation, alignment, and calibration of sensor systems and integrate them with local network infrastructure and C2 interfaces.
  • Corrective Maintenance: Rapidly diagnose and repair complex system failures down to the component level, including RF signal chains, data links, and gimbal assemblies.
  • Testing & Validation: Perform site acceptance testing (SAT) and develop Test Plans, Procedures, and Inspection Reports to validate system requirements.
  • Infrastructure Management: Coordinate the movement of all systems from Building OT2 to OT3, including all cabling, power upgrades, and conduits.
  • Logistics: Manage and maintain inventory within the AIM system using the CNIC A033 format; oversee DRMO support for unsupported equipment.
  • Technical Support: Provide Tier 3 remote technical support to site operators, resolving outages through log analysis and remote diagnostics.

Requirements

Requirements:

  • Education: Bachelor's degree in Electrical Engineering, Electronics Technology, Computer Engineering, or a related technical field. (Extensive field experience may substitute for a degree.)
  • Experience: Minimum of 5 years of hands-on experience in the installation and repair of complex electronic systems, with a minimum of 2 years supporting DoD or large-scale federal surveillance systems (e.g., radar, C4ISR, sensor platforms).
  • Clearance: Must possess or be immediately eligible to receive an Active DoD Secret security clearance.
  • Technical Skills:
    • Expert-level knowledge of RF theory, radar principles, and microwave technology.
    • Demonstrated proficiency in troubleshooting network communications (TCP/IP, serial links) and data acquisition/storage systems.
    • Ability to read and interpret complex schematics, wiring diagrams, and technical manuals.
    • Proficiency with test equipment (e.g., multimeters, oscilloscopes, spectrum analyzers).
  • Physical Requirements: Must be able to lift up to 50 lbs, climb ladders, and work safely at heights and in various environmental conditions (extreme heat/cold).

Preferred Requirements:

  • Specialized EO/IR Experience (Highly Preferred): Direct, hands-on experience maintaining, integrating, and troubleshooting multi-sensor platforms.
  • DoD/Navy Systems: Familiarity with the RMF process as it relates to system security and continuous monitoring.
  • Certifications: Technical certification in relevant areas (e.g., CompTIA Security+, Fiber Optics Technician, or vendor-specific certifications).
