The position is assigned to the Office of the Director General (BPOD) of the Budget, Personnel, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines.
You will report to designated International Staff and Officer (as applicable).
As Human Resource Analyst (Systems), you will support the HR Systems and Analytics (HRSA) team by delivering technical, analytical, and operational support. Your work will focus on maintaining and administering existing HR systems, as well as coordinating system improvements and enhancements that help streamline HR processes and improve overall service experience for clients.
Operations Support:
- Provide ongoing support for HR platforms including Oracle ERP, Cornerstone, Oracle Taleo, ServiceNow and Microsoft tools, that manage the staff lifecycle, HR data, and work structures.
- Maintain and administer HR systems and modules, ensuring reliability and security for both on-premise and cloud environments.
- Provide guidance and training to HR analysts on the use of new systems to maximize adoption and efficiency.
- Coordinate with Information Technology Department (ITD) to manage employee data interfaces, ensuring seamless integration between HR systems and other corporate platforms.
Business Analysis/Project Management:
- Collaborate with stakeholders on business requirements, such as assessing impacts to existing systems, identifying opportunities to improve business processes and efficiency, confirming scope, and documenting specifications for systems.
- Support the planning, design, and implementation of enhancements, upgrades, or workarounds to current systems and automated processes.
- Facilitate project activities, including application and system testing, monitoring status and issues to ensure enhancements or new implementations meet quality standards and desired outcomes.
- Help assess the adequacy of automated activities and business process automation and ensure alignment with ADB's IT strategies and standards.
- Work with the Information Technology Department (ITD) to design and implement technical solutions that address specific needs.
Access Management:
- Safeguard data integrity and operational control by conducting provisioning reviews and managing special access requests.
- Perform other tasks as assigned and reflected in the incumbent's work plan.
You will need:
- Bachelor's degree in computer or systems related courses, engineering, or with a major in Management, Public or Business Administration, or related fields.
- At least 5 years of relevant professional experience
- Ability to translate requirements into technical specifications.
- Expertise in several Human Capital Management (HCM) systems, and databases— including Oracle Human Resource Management System and Cornerstone. Familiarity with ServiceNow (SNOW) HR Suite.
- Proficiency in software development methodologies.
- Proficiency in creating diagrams, workflows or schematic representation of system structures or processes.
- Experience with project management tools.
- Ability to work with individuals from different cultural/national backgrounds
- Proficiency in the use of spreadsheets to analyze and check large data from external and internal sources, reconcile or explain inconsistencies and perform calculations.
- Effective English communication skills – verbal and written, e.g., report–writing and presentation.
- Strong problem-solving skills and attention to details
- High standards of professional conduct.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
