About the Role

Purpose:
The Director of Facilities Engineering and Maintenance (FEM) is responsible to provide leadership, strategic planning, organization, direction, and oversight of Maintenance and Engineering functions. This position typically reports to the Senior Regional Directors of Facilities, Engineering and Maintenance.

Responsibilities:
 

  • It is the Director's responsibility to carry out the systems operating goals and objectives administering all programs within the System meeting standards set forth by The Joint Commission (TJC), federal codes, state codes and city codes.
  • The Director shall establish and maintain departmental organization through the development of a sound organizational structure, policies, and procedures for operational standards, safety, training, energy management, information systems, working standards, etc. 
  • The Director is responsible for all personnel reporting to or through the designees. This is to include the development of proper and timely performance appraisals, the establishment of annual review and job descriptions, ethe establishment of a training and educational program including monthly in-services to meet TJC and departmental needs, as well as craft in-services on specific hospital equipment as required for the proper performance of all craftsmen and staff.
  • The Director is directly responsible for the timely and accurate development of annual capital and operating budgets.
  • The Director is directly responsible for the timely development and implementation of an operating plan for FEM to include energy management, product and service acquisition and organizational redesign and structure.
  • The Director is directly responsible for establishing a plan for the maintenance and operations of all hospital and designated healthcare facilities. This shall include, but is not limited to, systemwide preventive maintenance programs, all powerhouse operations, all grounds maintenance, the repair of all facilities, as well as the management of in-house maintenance staff and responsibility for minor renovations or equipment replacement.
  • The Director is directly responsible for the management of all FEM information systems as required to meet TJC, etc. This is to include, but not be limited to, computerized management and maintenance systems, building automated control systems, material management systems and financial systems.
  • To develop and maintain an organizational structure appropriate to achieve the organizational objectives of the corporate system FEM.
  • To achieve economic and efficient operations consistent with UPMC system mission, goals and objectives maintaining the principles of cost containment.
  • Maintains UPMC Hospital's comprehensive preventive maintenance program to ensure it provides reliable and economical operations and promotes patient, employee safety while complying with all standards.
  • Provides project management services, as needed in collaboration with corporate construction team to ensure that internal projects are within budget and completed in a timely manner avoiding unnecessary delays while providing a safe operation of the existing facility.
  • Achieve satisfactory rapport and communication throughout the UPMC System and the furtherance of departmental goals, objectives, and responsibilities.
  • Plans, organizes, and implements successful conservation program in the best interest of employees, patient welfare, minimizing waste wherever possible through the efficient use of utilities, equipment, etc.
  • Effectively meet and communicate with various department heads to maintain consistent facilities interface with others and maintain an efficient and safe facility.


  • Must have excellent analytical, verbal, and written communication skills and have the ability to communicate to all levels of clinical and senior leadership. 
  • Must be proficient in Microsoft Word, Excel, Project with the ability to operate computerized building management systems such as building automation system and Computer Maintenance Management System (CMMS) systems.
  • Must have a thorough understanding of healthcare compliance regulations as related to facilities operations, The Joint Commission, PA Department of Health, FGI guidelines for Healthcare Facilities, NFPA and local/city regulations and codes. 
  • Must have solid business and personnel management ability.
  • Bachelor's degree required; preferred in Engineering, Business Administration, Architecture, or related field. 
  • 8 years' progressive experience ina healthcare / life science Engineering and Maintenance Department with working knowledge of construction, engineering and financial systems.
  • 3 years in a direct management of engineering / maintenance team.

  • Associates Degree required, preferred in Engineering, Business Administration, Architecture, or related field. 
  • 10 years progressive experience in a healthcare Engineering and Maintenance Department with working knowledge of construction, engineering and financial systems. 
  • 5 years in a direct management of engineering / maintenance team. 
  • Plus one of the following ASHE Certifications: 
    • CHFM
    • CHC
    • ASHE Healthcare Physical Environment Worker Certification
    • ASHE Mechanic Evaluation & Certification for Health Care
    • Other similar certifications may be considered pending HR review 
  • Military experience in a related field may be considered as an equivalent to the Associates degree requirement

    Licensure, Certifications, and Clearances:
    ASHE certifications are preferred or required as noted above under the Educational and Knowledge Requirements section.
