Non-Profit Organization specializing in the management of affordable housing. We manage HUD, Tax Credit, and Rural Development properties. We also have performed extensive rehabilitation and refinancing to preserve affordable housing through our development group.
About the Role

Description

SUMMARY / OBJECTIVE

The Compliance Specialist I is responsible for the overall HUD Section 8, LIHTC Section 42, and Rural Development compliance of each project. This position is responsible for resident files, HAP submissions, resident certifications, resident files, and enforcement of agency regulations. We are looking for an individual who possess excellent analytical, verbal and written communication skills; is comfortable completing multiple tasks under fixed time constraints and deadlines; has the ability to self-motivate and work with minimal direction to complete complex tasks; is exceptional at time management, organizational and prioritization skills; has strong decision making and problem solving skills, able to work independently or in a team environment, and is proficient in Microsoft Office. This is a full time position that reports directly to the Director of Compliance. 

Requirements

 ESSENTIAL FUNCTIONS

  • Maintain resident files to comply with appropriate affordable housing regulations.
  • Audit eligibility paperwork provided by Property Manager and ensure paperwork is compliant.
  • Works with Property Managers and Regional Portfolio Managers in on-going trainings.
  • Required to respond to agency correspondence in a timely and professional manner.
  • Ensure enforcement of the agency regulations.
  • Communicate with the Director of Compliance and Regional Portfolio Manager regarding property issues.
  • Monitor EIV issues through completion.
  • Process move-out paperwork.
  • Prepare and submit HAP vouchers for subsidy payments as well as make any corrections to the HAP submissions as necessary.
  • Prepare lease packets for new properties.
  • Audit files and re-organize for new properties.
  • Assist with data entry for new properties.
  • Create necessary ledger adjustments.

 CORE COMPETENCIES

  • Ability to self-direct and manage multiple projects, objectives, and deadlines.
  • Strong communication skills with the ability to interact professionally with diverse stakeholders.
  • Knowledge of affordable housing program regulations, compliance protocols, and best practices.
  • Collaborative, team-oriented approach with ability to work independently.
  • Proficient in software tools including Excel, Word, Outlook and other Office 365 products, Yardi or similar affordable property management software.
  • Flexibility in responding to sudden changes in lease-up activities and priorities.

EDUCATION AND REQUIREMENTS 

Education: High school degree or equivalent required. AA or BS Degree in related field a plus. Bi-lingual in Spanish preferred but not required. 

Experience: 2+ years of experience of verifiable training and hands-on experience in LIHTC and HUD programs; strong understanding of compliance practices and mixed-funding programs such as HOME or Section 8.

WORK ENVIRONMENT

  • Indoor office environment.  
  • Flexible hours and hybrid work from the office / work from home available after 90 days.
  • Will consider fully remote candidate with proven remote work track record and desired skill set and experience.

Physical: Frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, and sit for extended periods.

Sensory: Frequently required to read documents, written and financial reports, and plans. Must be able to distinguish normal sounds with some background noise, as in accepting phone calls, interacting with staff, etc. Must be able to speak clearly and understand/be understood using the English language.

Cognitive: Frequently required to concentrate on intense detail with constant interruption. Must be able to attend to a task/function for 1 hour or more. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days.

Environmental Conditions: Frequent exposure to seasonal conditions in outside weather. Occasional exposure to toxins and poisonous substances, dust, and loud noises.

Equipment: Frequently required to use a computer, phone, copier, and fax machine.
