Position Summary 

Provide daily program oversight including management of staff; management of facilities; case management, outreach and program services, as needed; and provide a safe and nurturing environment for clients in accordance with licensing, agency and contract standards. 


Essential Duties  

  • Manage the program implementation of best practices and maintain the fidelity of those practices including, but not limited to, Trauma-Informed Care, Motivational Interviewing and active Housing Focused case management techniques. 
  • Supervise the Management Team and other assigned direct Reports:  
  • Provide weekly supervision  
  • Provide case consultation and informal mentoring 
  • Encourage training and development opportunities 
  • Support each staff member to comply with program expectations and outcomes 
  • Participates in the hiring processes and disciplinary processes.  
  • Ensure that best practices of Housing First, Trauma-Informed Care and case management standards are adhered to. 
  • Provide administrative oversight for all programmatic requirements, including a deep knowledge of housing vouchers, coordinated entry, UHMIS, reporting requirements and outcomes. 
  • Provide clear and open communication, coordination, and promote positive team interaction through regularly scheduled staff meetings, initiatives, and personal engagement.  
  • Assist in developing and leading the innovation and implementation of new programming in line with organizational vision and strategy. 
  • Create and utilize the program budget to create a productive and desirable work environment for staff, Street Outreach with best practices, and to obtain the highest housing outcomes for those experiencing unsheltered homelessness.  
  • Ensure that the program fulfills all contractual requirements, including compliance with the various grants/contracts, all applicable laws, and licensing standards.  
  • Complete required reports in a timely manner, including daily, monthly, weekly, and quarterly reports. 
  • Support community relations and fund-raising efforts of the agency, as authorized by the VOA Senior Management team, to ensure the financial success of the program and Volunteers of America, Utah 
  • Promote collaboration and maintain positive working relationships, including representing VOA at meetings, with community entities, partner agencies, volunteers, agency donors, media personnel and all other stake holders.  
  • Work closely with agency maintenance Director and program staff to ensure agency vehicles are maintained, repairs made, and all issues are reported and addressed following agency policy and procedure. 
  • Maintains working knowledge of program data standards, requirements, outcomes, and completes all grant reports thoroughly and timely.  
  • Actively participates in and presents in community-based meetings, trainings, and events as needed. 
  • Ability to uphold professional boundaries, confidentiality regulations, agency policies and procedures, and interact in a professional manner with a diverse workforce, clients, and the public. 
  • Willingness to accept supervision and direction. 
  • If driving is a part of the job, must be at least 21 years of age, possess a current driver’s license, have a good driving record, and be insurable on the agency liability policy.  
  • Must be able to pass Utah-DHS – Office of Licensing background screening and pre-employment drug screen.  
  • Attend work as scheduled and arrive at the designated time.   
  • Work must be performed on-site (with limited remote work availability based on supervision approval) due to the need to provide support, direction, and program oversite to staff and clients.  

Secondary Duties 

  • Supports state coordinated entry system (HMIS), including entry of data, following rules and procedures related to data entry, tracking and reporting, as needed. 
  • Contribute to Volunteers of America, Utah management activities including management meetings, leadership activities and agency initiatives. 
  • Participate in grant writing for program development as needed. 
  • Complete payroll and pay-related functions in a timely manner. 
  • Develop new partnerships with other agencies in order to enhance our current services. 
  • Actively contribute to community collaborations with providers, community organizations, and any other organizations whose services impact Outreach Clients. 
  • Perform other functions as necessary or assigned. 

Requirements

 

Qualifications

A Bachelor’s degree, but preferably a master’s degree and licensure, in a social services field or any equivalent combination of education, experience, and training. Other required knowledge, skills and abilities: 

  • Direct experience working with people experiencing homelessness.  
  • 3 years supervisory and administrative experience in a social service setting. 
  • 2 years budget management and program development experience. 
  • Knowledge of mental health and substance use disorder treatment best practices. 
  • Knowledge and understanding of Motivational Interviewing techniques, Stages of Change models, Trauma Informed Care principles and how to operationalize them within an emergency shelter for women. 
  • Ability to interact with residents and staff by demonstrating genuine empathy, concern and understanding of their experience while maintaining professional boundaries. 
  • Proficient in Microsoft Office 
  • Must be able to move around the building and property.  
  • Possess a current driver’s license and have a good driving record. 

 

Physical Demands 

  • Ability to lift and carry 25 lbs.  
  • Ability to move around the facility, interacting with clients or staff for extended periods. 
  • Work is generally performed in an office environment.  May entail using a computer for extended periods of time. 
  • Ability to ascent and descent outdoor terrain and work in outdoor weather conditions
