In addition to operating specialty call lines for COVID-19 information and vaccine appointments, ISC211+ offers 48 in-house programs, curates a database of more than 1,500 agencies and 3,000 health and human service programs, and conducts data analysis for on-the-ground real-time community needs. Our largest programs are the ISC211+ Contact Center, Rent Relief Assistance, Coordinated-Entry System, and multiple initiatives and partnerships for employment, reentry, youth, families, seniors, and more.

Typical Hours: 8:00 AM to 5:00 PM. 32-hour workweek. Some evenings and weekends.

Pay Range: $20.00 - $25.00 per hour, payable bi-weekly

JOB PURPOSE


Inland SoCal 211+ manages San Bernardino County’s Coordinated Entry System (CES), a streamlined, 

evidence-based process that connects people experiencing homelessness to appropriate housing 

and services. Required for all HUD- and CoC-funded providers, CES ensures consistent assessments 

and a “no wrong door” approach, helping individuals and families access support through any 

participating agency. 


This temporary CES Coordinator position will be responsible for coordinating cases for individuals 

experiencing homelessness. Responsibilities include answering phone calls from the unhoused 

community, conducting prescreening, and coordinating housing and other immediate needs. This 

position works closely with the housing team, housing providers, and other stakeholders to engage 

unhoused people in the CES process on pathways for permanent housing. The temporary CES 

Coordinator will provide customer service with a trauma-informed, whole-person, evidence-based 

approach. This position is excellent for those who are skilled at providing compassionate care while 

adhering to a standard, consistent, and detail-oriented workflow.


ESSENTIAL DUTIES


• Provide excellent customer service to individuals experiencing homelessness or a housing 

crisis, both over the phone and in person.

• Provide clients with preliminary assistance such as becoming “document ready” for housing 

and addressing immediate needs such as food, clothing, hygiene, and other basic items.

• Record client information, document cases, and create case files in various systems such as 

but not limited to GetHelp, iCarol, HMIS, and Excel spreadsheets.

• Answer live phone calls and assess for CES eligibility with prescreening and VI-SPDAT tools.

• Coordinate housing with clients, housing locators, and agency program staff, facilitate smooth 

transitions to other service and housing providers (warm handoffs), and collect follow-up 

information and document outcomes.

• Advocate to other agencies to support clients receiving necessary services and housing.

• Respond to crisis and calls from stakeholders about individuals in need of assistance 

• Identify available community resources and provide in-depth referrals to housing, medical, 

and mental health services, while advocating on behalf of clients for services and housing. 

• Attend team meetings, case conferences, training workshops, and community meetings; and 

document cases through appropriate systems, ensuring compliance with CES policies and 

procedures.

• Work closely with engagement teams, case managers, and housing navigators, and provide 

Housing Navigation services on a case-by-case basis.

 Abide by HUD, CES, Inland SoCal 211+, and all other applicable policies, procedures, reporting, 

implementation, and other requirements.

• Successfully meet and maintain performance parameters and learn through various means to 

maintain appropriate knowledge of housing programs and services.

Requirements

QUALIFICATIONS


• Applicants should have the education, experience, and/or training necessary to fulfill the job 

duties and responsibilities. Examples of how this requirement may be met include:

o High School Diploma, GED, or High School Equivalency with 2 years of experience 

working with community members experiencing homelessness and/or performing 

outreach or direct services to a similar population.

• Ability to listen with sensitivity to other people’s feelings, needs, and points of view; 

demonstrate respect, tact, and courtesy in expressing options or ideas. 

• Passion and desire to work towards ending homelessness, patience to manage critical cases 

such as chronic disabilities, and ability to recognize and act upon opportunities to enhance 

community relations.

• Excellent writing skills, including correct grammar and the ability to summarize, and proficient 

computer skills with competency in MS Office and various software. 

• Preferred:

o English/Spanish bilingual 

o Proficiency in GetHelp, iCarol, and HMIS 

o Knowledge of local resources and HUD regulations 

o Knowledge of mental health and substance use clinical skills

• Ability and commitment to using a trauma-informed and equity lens and empathetically 

respond to the interconnectedness of barriers experienced by participants.


• Physical Requirements: Work is performed in an office using standard office equipment such 

as the telephone, computer, fax machine, and copier. Tasks include moving objects like 

laptops and chairs, repetitive wrist and hand motions, document preparation and analysis, 

transcribing information, navigating software, and prolonged sitting. These represent what is 

necessary to perform the essential duties. Reasonable accommodations for individuals with

disabilities will be provided, as required by applicable law.


• Reliable Transportation: Employees in this role must maintain reliable transportation that 

ensures punctual and consistent travel to designated work sites, trainings, and off-site events 

such as community meetings and outreach events in Riverside and San Bernardino counties. 

Standard commuting is not reimbursable.


• Remote and Hybrid Work Requirements: For work performed remotely, employees must 

have access to a private high-speed internet connection and private work area in which nonemployees cannot access or overhear confidential information. Remote work locations are 

subject to the same professional conduct and safety requirements as in-person work. While 

some remote work may be possible; many duties must be performed in-person and/or on-site.


• Communication: Demonstrate effective verbal and written communication skills, including 

but not limited to active listening and the ability to adapt communication style to the 

audience (e.g., colleague, client, external, in-person, virtual, or written), as appropriate to role.

GRANT FUNDED POSITION

This position is grant funded and carries the possibility that it may not be renewed if further funding is 

not obtained. The availability of grant funds does not guarantee continued employment.


32-HOUR WORKWEEK

We revised the standard workweek for all full-time employees to 32 hours. Continuation is contingent 

on successfully meeting our goals. This position's schedule and, if it’s hourly, the pay rate, may revert 

to a 40-hour workweek on a company-wide or department basis.
