Summary:  

The Item Development Manager oversees technical aspects of certification examination content, guiding projects from blueprint to technical report. This role supports all phases of examination development, including item creation, quality assurance, and assembly.


Purpose:  

The Item Development Manager plays a critical role in advancing the organization's mission by ensuring examination content is both valid and reliable, meeting industry standards for certification. Through oversight of item creation and quality assurance processes, this position helps maintain the integrity and credibility of assessment programs. 


Essential Functions: 

  • Leads project planning and management by item and test development planning, identifying process inefficiencies and creating solutions.
  • Develops and maintains documentation to ensure consistent execution of content development activities. 
  • Oversees item and test development projects, identifying process inefficiencies and implementing effective solutions. 
  • Leads project planning and management for item and test development, identifying process inefficiencies and implementing effective solutions. 
  • Serves as technology lead for item development tools and platforms, overseeing, troubleshooting, vendor communications, and user training. 
  • Recruits, trains, and manages a team of contracted subject matter experts for item development and volunteer subject matter experts responsible for content development to maintain consistent review outcomes across item review panels.  
  • Facilitates item review panels, ensuring effective subject matter expert engagement and adherence to item review protocols. 
  • Performs technical content development, ensuring readiness for upcoming item review panels. 
  • Serves as subject matter expert in technical examination content development and communicates with interested stakeholders. 
  • Leads training on examination policies and procedures and serves as liaison for inquiries related to examination technical content. 


Requirements

Qualifications:  

  • Bachelor's degree in education, measurement, clinical or natural sciences, or related field OR an equivalent combination of demonstrated assessment and measurement experience and education.  
  • 5 years of experience in high-stakes testing development or content management.  
  • Experience with certification/licensure examinations and ICE-CCP certification a plus. 
  • Proven experience managing subject matter experts and cross-functional teams. Comfort with medical or scientific terminology a plus.
  • Demonstrated expertise in item development, such as item writing, editing, revision, and the review process. 
  • Familiarity with examination development software.
