About the Role:
Dynanet is seeking an experienced Program Manager to serve as Key Personnel supporting a large, multi-disciplinary IT operations and modernization program for the National Institutes of Health (NIH). This role is responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks across a diverse IT service portfolio supporting approximately 3,000 federal employees and contractors.
The Program Manager will provide overall direction of program activities, maintain contractor interface with senior levels of the customer’s organization, and ensure all program tasks, deliverables, schedules, and costs conform to contractual requirements.
Requirements
Roles & Responsibilities:
- Organize, direct, and manage all aspects of contract operational support functions involving multiple complex and inter-related project tasks, often requiring management of contractor personnel across multiple locations.
- Provide overall direction of program activities and serve as the primary liaison between Dynanet and senior NIH department leadership.
- Consult with government and contractor personnel to formulate and review task plans, schedules, and deliverables, ensuring conformance with program requirements, performance standards, and contractual obligations.
- Establish and maintain technical and financial reports to show progress of projects to management and customers; ensure timely, accurate reporting to COR and government leadership.
- Oversee IT Operations & Maintenance, End-User Support, Application Development, Network Services, and 24/7 monitoring functions supporting 400+ Windows/Linux servers, 1.1+ PB of storage, and 3,000 workstations.
- Ensure SLA compliance for incident response/resolution, system availability, and service delivery across all IT domains.
- Direct teams providing Tier 1–Tier 3 service desk support, managing 20,000+ annual incidents, and coordinating on-call support for critical services.
- Ensure adherence to federal IT security policies, FISMA requirements, NIST guidelines, and NIH/HHS security standards.
- Manage and control funds and resources using complex reporting mechanisms; ensure accurate forecasting, budgeting, and financial oversight.
- Oversee procurement activities, vendor relationships, hardware/software installations, and lifecycle management.
- Support business development activities by identifying and assisting in the acquisition of potential new work aligned with program capabilities.
- Ensure compliance with NIH/HHS Enterprise Performance Life Cycle (EPLC) processes and documentation requirements.
- Oversee documentation governance including SOPs, runbooks, playbooks, system diagrams, contingency plans, and DR documentation in accordance with SOW requirements.
- Provide program-level oversight of ICS/OT modernization and security activities within the FACNet environment.
- Ensure compliance with OIIT backup, contingency, and disaster recovery policies, including bi-annual DR testing for mission-critical systems.
- Oversee cloud operations including FedRAMP-authorized environments, cloud monitoring, and FinOps cost optimization activities.
- Coordinate 24/7 on-call response for critical incidents, ensuring PM or backup PM response within one hour as required.
- Support Dynanet business development activities by identifying potential new opportunities aligned with program capabilities.
Required Professional Skills:
- Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or related field
- Minimum 10 years of experience, including 5 years specialized in federal IT program management
- PMP certification
- Ability to obtain Level 5 (NACIC) Public Trust within 6 months
- Demonstrated experience managing complex, multi-task federal IT contracts
- Experience with funds/resource management using complex reporting mechanisms
- Experience with virtualization (VMware/Nutanix), cloud (AWS/Azure), enterprise monitoring, network security, and backup/DR
- Experience with federal IT policies, FISMA/NIST compliance, and federal procurement processes
- Experience overseeing SOP development, documentation management, and lifecycle governance for federal IT programs.
Preferred Professional Skills:
- ITIL Foundation Certificate (v3 or higher)
- Master’s degree in IT, Computer Science, Engineering, or related field
- Experience with NIH/HHS EPLC processes·
- Experience with ServiceNow, SharePoint migrations, and enterprise collaboration tools
- Experience supporting 3,000+ end users
- Understanding of FedRAMP and cloud security requirements
- Experience coordinating ICS/OT or facility network modernization efforts

Education/Experience Requirements:
- Bachelor’s degree required; Master’s preferred.
- Minimum 10 years of relevant experience, including 5 years specialized in federal IT program management.
- Demonstrated experience managing multi-task IT contracts, project development from inception to deployment, and increasing responsibilities in IT systems design/management.
- Expeence working with federal agencies and understanding federal IT policies, compliance, and procurement processes.
