Job Summary


The HSE Specialist-Facilities (East Coast) position will need to have a working knowledge of Aerospace Fabrication & Construction operations, pipeline, marine operations, and OSHA 501 – Construction, thorough understanding of Behavioral Based Safety Management Systems and applicable regulatory and industrial best practices, thorough understanding of Risk Assessment, Incident Investigations/Root Cause Analysis and Corrective Action development. Responsibilities and Duties


  • This position reports to the HSE Manager and provides primarily, Coco, Florida Facility coverage. The position will also be expected to visit away from the fabrication facility work sites.
  • The primary objective is to support our internal and external customers by advancing HSE culture, Management Systems (MS) implementation assessments, coaching/advising, Auditing, Corrective Action & compliance needs, and not limited to the following. 
  • Facility HSE coverage: e.g. The entire ACI Coco, Florida Facility, outside ‘boots on dirt,’ at the construction work sites, in fabrication shops, assembly areas and all departmental assets and workspaces is the main focus, most days throughout the year at our Coco, Florida main facility. While this role This is not an office / administrative role, the employee will be expected to complete tasks such as incident investigations, root cause analysis, risk assessments, etc. 
  • Facility Compliance: From conducting ACI Orientations, throughout all HSE MS Implementations Assessment & Coaching Support, Verify MS and Industry Safe Work Practices, Client and Regulatory rules are implemented to achieve an Incident Free and Environmentally sound workplace. 
  • Participate in Proactive Efforts such as; HSE Inspections, Audits, Corrective Action & Action Item Follow up. Any category or types and if a deficiency is found, advise area/dept responsible aware to action and advise area lead on how to apply corrective action and HSE is assigned “Verifier,” to close out, with documentation/record (email, ACloud CAP Tool, ACI Form submitted, etc.)
  • Attend at least one Pre-Tour Safety Meeting with participation per shift 
  • On site JSA QA&C’s (one per day, entered in ACloud) 
  • BBS Observations with Conversations 
  •     2 per day documented (as the target), and entered into ACloud
  •     Look for opportunities to call *Time Outs (SWA) documented daily in BBS System. 
  •     Look for and identify Near Hit Incidents that occur and ensure the reporting into ACloud Incident Reporting Tool.
  •     Reporting repetitive non-compliance, go to Person and have BBS Conversations, document it. If continued noncompliance, Elevate to Foreman verbally, and then document by emailing Division Manager & Foreman.         Follow up to verify what action was taken. 
  • Continuous cycle, throughout facility, work areas and departments identifying potential hazards, communicate with site leads and discussions to create a risk control / solution.  
  • Monitor High Risk Tasks; e.g., S&R Truck load outs, Critical Lifts, Barge Load outs 
  • Action Item Verification and/or *HSE Area Inspection (ACI Form), audit of an HSE Process (one of these daily) documented.  
  • 4DX Commitments, take action to affect the Lead Measure with a specific focus on quality commitments.   
  • HSE Orientations as needed.
  • Track daily targets in a log, e.g., ACloud Tracker / Proactive Efforts and report out weekly.  
  • Operations & Project Support; attend/participate in meetings, initiatives, action item follow ups, scheduling site walks, etc.  
  • Other duties as assigned by Project Manager


Qualifications


  • HS Diploma or equivalent required.
  • A minimum of 3 years or more of related experience in fabrication.
  • Must have demonstrated knowledge, experience, and judgment necessary to perform assigned duties away from a primary office location with minimal supervision.
  • Must have proven ability to plan and execute tasks independently, manage time effectively, communicate progress and issues appropriately, and adhere to company policies, procedures, and safety requirements. 
  • Must have strong organizational and communications skills both verbal and written and demonstrate the ability to interact with people at all levels of the organization 
  • Must demonstrate the ability to handle simultaneous assignments with frequent interruptions and deliver proven results
