The Environmental Health & Safety, (EH&S) Manager is responsible for assisting in the development, communication, and implementation of area accident prevention / environmental, health and safety procedures and practices, ensuring compliance with local, state, and federal regulations and a safe work environment. Serves as an EH&S resource and subject matter expert and supports all Safety, Health, and Environmental activities for all companies in the Pacific Companies portfolio and the assigned area.
Responsibilities:
Advises VP of Environmental Health and Safety on safety compliance concerns and preventative actions.
Develops and maintains positive relationships, including staff, peers, union workforce and officials, and customers and vendors.
Maintains safety files and records.
Develops, communicates, implements, and monitors pro-active area accident prevention and safety programs and procedures in accordance with government regulations and Company policies, ensuring achievement of loss time goals.
Conducts regular inspections monitoring area safety and environmental practices. Reports violations to appropriate management staff when required.
Supports and participates in “toolbox” safety meetings.
Develops, coordinates, and conducts safety training for all employees. Including training for New Hires.
Ensures personal knowledge and skills are up to date and relevant by participating in job related development opportunities and required certifications are maintained.
Investigates accidents, reviews all injury reports, determines root cause analysis, and recommends future preventative measures.
Represents Company in federal and state OSHA inspections, state or local health department inspections and Coast Guard waterfront facility safety inspections.
Develops, monitors, and communicates accident-related trends, statistics, and loss ratio information accurately and on a timely basis to appropriate area and corporate staff.
Responds to calls for assistance with oil and hazardous materials incidents and in the mediation of safety issues and complaints at any time.
Represents Company at Joint Area Accident Prevention, Area Accident Prevention, special PMA safety and other meetings or conferences as related to safety issues.
Ensures that all Company policies and procedures are followed and that reports are completed accurately and submitted on time to appropriate area and corporate staff.
Identifies safety equipment requirements and communicates to appropriate company staff and labor.
Supports and responds to the On-Call rotational safety emergency hotline.
Completes other tasks and projects as assigned.
Requirements
BA / BS degree in EH&S or equivalent combination of education and experience
Two (2) years of safety management experience within marine industry or similar environment
Certified HAZMAT or CPR instructor desired
Knowledge of terminal, stevedore and vessel operations and equipment, physical and operation security.
Knowledge of union contracts desired.
Must be available 24/7 for emergencies.
Must have current driver’s license and insurable driving record.
Available to work weekends, days, nights, and holidays.
Ability to work at heights
Willingness/ability to travel
Experience with 5-Why and Root Cause Analysis investigating/reporting
Able to support the on the On-Call rotational safety emergency hotline
Comprehensive knowledge of federal and state OSHA, U.S. Coast Guard and other applicable codes and regulations.
Ability to accomplish goals through others.
Ability to document and run reports through Microsoft Word, Excel, and other systems.
Requires strong and effective verbal and written communication skills.
Requires ability to investigate and analyze results.
Ability to influence others, teach and present.
Attention to detail.
Requires physical ability to access ships, cranes, the yard and office space.
The ability to use a computer/keyboard.
The ability to climb up and down a ladder.
The ability to work in changing hot and cold climates based on weather conditions.
The ability to work in an environment that may be hazardous to persons unable to see and hear fast moving equipment.
The ability to drive 50%.
The ability to lift 30 pounds.
The ability to travel out of state to other locations, Oakland CA, Tacoma, WA regularly.
