About the Role

[What the role is]

The Data Office under the Customer Experience and Data Office (CXDO) drives enterprise-wide data strategy, and analytics to support evidence-based policy, operational excellence, and stakeholder decision-making. We are seeking a dynamic Manager to lead high-impact data initiatives, strengthen data capabilities, and translate complex datasets into actionable insights for management and policy teams.
This role offers an exciting opportunity to shape how data is leveraged to inform policy, optimise operations, and strengthen stakeholder outcomes in jobs and skills. You will work at the intersection of strategy, analytics, systems, and governance, playing a pivotal role in building a robust data ecosystem that supports evidence-based decision-making and scalable data capabilities. You will have the unique opportunity to lead high-impact analytics projects, strengthen data foundations, and see through the end-to-end lifecycle of data initiatives, from problem framing and data engineering to insight generation and implementation.

[What you will be working on]

1. Lead and Deliver High-Impact Lines of Inquiry (LOIs)

  • Partner with divisions to frame clear, policy-relevant Lines of Inquiry (LOIs) that address strategic business questions.

  • Translate ambiguous problem statements into measurable hypotheses, analytical designs, and data requirements.

  • Lead end-to-end execution of LOIs, including data extraction, modelling, interpretation, and presentation of findings to management.

  • Ensure insights are actionable and directly inform policy, operational, or engagement decisions.

2. Support Complex Data Requests

  • Provide analytical support for complex cross-system data requests involving multiple data sources.

  • Design robust data logic, ensure consistency of definitions, and validate outputs before dissemination.

3. Strengthen Data Quality

  • Identify and flag data quality issues, inconsistencies, or ingestion gaps that may affect reporting accuracy.

  • Work with data engineering and system owners to resolve upstream data issues and improve reliability of the data warehouse.

  • Establish clear metric definitions and documentation to ensure consistency across dashboards and analyses.

4. Build Sustainable Analytics Capabilities Across Divisions

  • Develop dashboards and reports that enable divisions to independently monitor key indicators.

  • Coach stakeholders on interpreting data correctly and using insights for decision-making.

  • Contribute to the development of enterprise data strategy and roadmap initiatives.

[What we are looking for]

Required Competencies

1. Analytical and Quantitative Skills

  • Strong ability to structure ambiguous business questions into clear analytical problems.

  • Proficiency in SQL for querying large datasets across multiple systems.

  • Experience in data analysis using tools such as Python, R, Tableau, or similar.

  • Ability to apply appropriate analytical techniques (e.g. trend analysis, segmentation, regression, forecasting) and interpret results critically.

2. Data Interpretation and Judgement

  • Strong ability to assess data quality, identify inconsistencies, and question unexpected results.

  • Sound judgement in advising stakeholders on what conclusions can and cannot be drawn from the data.

3. Stakeholder Engagement and Communication

  • Ability to work with diverse divisions to refine LOIs and clarify analytical needs.

  • Ability to manage vendors to ensure that they meet work objectives set out for them.

  • Strong written and verbal communication skills to present insights clearly to non-technical stakeholders.

4. Data Governance Awareness

  • Understanding of data governance principles and the importance of data consistency.

  • Awareness of data privacy and confidentiality considerations.

5. Project Management and Ownership

  • Ability to manage multiple concurrent analytics projects with tight timelines.

  • Strong sense of ownership in seeing projects through from problem framing to delivery.

  • Attention to detail and commitment to analytical accuracy.

Requirements

  • Candidates should possess about 2 – 3 years of experience in end-to-end data analytics, including data preparation, analysis, visualisation, and communicating insights to support operational or policy decision-making. Candidates with experience in project‑based or applied data analytics work or internships are welcome to apply.

  • Proficiency in SQL for data extraction and manipulation.

  • Experience in data analysis using tools such as Python, R, or similar.

  • Experience in data visualisation tools (e.g. Tableau, Power BI) will be an advantage.

  • Strong analytical thinking and problem-structuring skills.

  • Ability to work with large datasets and ensure accuracy and consistency of outputs.

  • Strong written and verbal communication skills, with the ability to explain technical findings to non-technical stakeholders.

  • Ability to manage multiple tasks independently in a fast-paced environment.

Shortlisted candidates will be required to complete a 1-hour technical assessment on data preparation and visualisation using Python and Tableau.

Successful candidates will be offered a 1-year contract with potential for a 1-year extension and consideration for permanent tenure thereafter.
