ATSI support services are growing. We are currently seeking a dedicated professional with a proven track record of success to join our team. This full-time position supports a NAVAIR PMA.
The Cooperative Foreign Military Sales Analyst/Management Analyst, Journeyman will provide program management and analytical support for Foreign Military Sales (FMS) and security cooperation programs. The selected candidate will support case analysis, program tracking, and coordination activities to ensure compliance with Department of Defense and Department of the Navy policies and lifecycle management processes.
The Cooperative Foreign Military Sales Analyst/Management Analyst, Journeyman will work closely with Government leadership, Case Managers, Program Managers, and Security Cooperation team members to support planning, execution, and reporting activities for FMS casework and related programs.
The ideal candidate will be a motivated self-starter, detail-oriented, and capable of working both independently and collaboratively in a fast-paced, internationally focused acquisition environment.
Requirements
Bachelor’s degree (BA/BS) from an accredited college or university.
Required Experience:
3 to 10 years of experience performing duties described in the functional description.
Desired Experience:
Experience performing the duties of a program/project/management analyst in support of Foreign Military Sales (FMS), security assistance, or security cooperation programs. At least two (2) years of demonstrated experience with FMS casework.
Functional Description:
Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, and business case analyses. Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies Government-instituted processes for documentation, change control management and data management.
Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under direction of the Case Manager/Program Manager/Team Leads, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual, and the International Traffic in Arms Regulation (ITAR) as well as applicable Department of Defense (DoD) Acquisition policy guidance. Articulates Lette or Offer and Acceptance (LOA) case issues, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Prepares, coordinates, and performs a technical review of FMS and Building Partner Capacity contractual agreements (LOAs, Amendments and Modifications) to ensure conformance to existing policies and procedures. Supports FMS system or United States Government transfers, and sales or leases of defense article and services to foreign countries and international organizations relating to all DoD and U.S. Military services. Builds relationships with Security Cooperation stakeholders in order to develop, integrate, prioritize, and report requirements.
Position Location: Government office located in Patuxent River, MD (Work Schedule: Monday through Friday)
