Position Summary:
Cutter Aviation is seeking a Director of Maintenance for its rapidly growing Flight Business Unit. The Director of Maintenance is accountable for ensuring that all aircraft are maintained in accordance with regulatory requirements and that all maintenance related safety management goals are met. This position reports to the Director of Flight Services.
General duties include:
- Planning and controlling all aircraft maintenance.
- Liaising with the national civil aviation authority on maintenance topics.
- Supervising aircraft maintenance staff.
- Liaising with all non-company persons or Approved Maintenance Organizations (AMOs).
Essential Functions and Responsibilities:
The Director of Maintenance may delegate any of the below activities to qualified persons but retains responsibility for the administration of the Maintenance Program:
- Conflict Management.
- Just Culture management.
- Safety management systems.
- Emergency response support.
- Incident investigation management.
- Internal evaluation program support.
- Human Factors Analysis and Classification.
- Hazard identification and Accident prevention.
- Assure the effectiveness of safety risk controls.
- SMS Safety Attributes and performance metrics.
- Human factors and the decision-making process.
- Ensure safety promotion throughout the organization.
- Facilitates hazard identification and safety risk analysis.
- Maintains the weight and balance records for all aircraft.
- Health safety and environment management processes.
- Professional leadership development and coaching skills.
- Qualified in Just Culture Algorithm and organizational coaching.
- Ensures that company aircraft are maintained in an airworthy condition.
- Collaborative decision making (internal constituents and external regulators).
- Operational, Venture and Enterprise Risk management tools and decision making.
- Change management and strategic decision making; Safety Management System Manual.
- Coordinates implementation, maintenance and integration of the SMS throughout the organization.
- Responsible for Program Administration and revision and oversight of the Air Carrier Maintenance Program.
- Manages the RVSM Maintenance Program and coordinates with the Chief Pilot for error reporting to the FAA.
- Maintains a close liaison with manufacturer's representatives, parts supply houses, repair facilities and the FAA.
- Regularly report to the Accountable Executive on the performance of the SMS and on any need for improvement.
- Responsible for all maintenance and inspection activity and signing of Part D and E of the Operations Specifications.
- Completes the required MRR and MIS reports and submits them to the Director of Operations for forwarding to the FAA.
- Ensures that all inspections, repairs, and component changes are accomplished in accordance with manufacturers or FAA approved procedures.
- Ensures compliance with maintenance procedures, airworthiness directives, and applicable Federal Aviation Regulations.
- Ensures that all maintenance providers are qualified and supervised according to the requirements specified in the Federal Aviation Regulations.
- Coordinates with maintenance contracting agencies when maintenance activities are being performed on company aircraft.
- Provides the Director of Operations with the current airworthiness status of the aircraft and the forecast down times to facilitate maintenance scheduling and insure timely deferral or correction of aircraft discrepancies.
- Ensures maintenance personnel have the necessary overhaul manuals, service bulletins, service letters, airworthiness directives, applicable sections of this manual, and any other required technical data.
- Maintains all necessary work records and logbooks, including certification in the aircraft permanent maintenance records that the aircraft is approved for return to service.
Requirements
Minimum Education Requirements:
- High school diploma or GED
Minimum Work Experience Requirement:
- Must have a mechanic certificate with airframe and powerplant ratings.
- Must have at least one year of experience in a position responsible for returning airplanes to service.
- Must have at least one year of experience in a supervisory capacity maintaining the same category and class of airplane as the certificate holder uses; and
- Must have three years' experience within the past 6 years in one or a combination of the following:
- Maintaining large airplanes with 10 or more passenger seats, including at the time of appointment as Director of Maintenance, experience in maintaining the same category and class of airplane as the certificate holder uses; or
- Repairing airplanes in a certificated airframe repair station that is rated to maintain airplanes in the same category and class of airplane as the certificate holder uses.
Qualifications/Special Skills and Certifications:
- Computer Knowledge of MS Office Software, Avionis, WebOpps and computerized maintenance tracking programs.
