What You’ll Do

 

The Grant Analyst will lead oversight activities related to operational processes, financial stewardship, and data integrity for funded subrecipients of the Rural Health Transformation Program (RHTP) at the Indiana Department of Health (IDOH). This role is responsible for developing and implementing risk-based monitoring systems, conducting programmatic and fiscal compliance reviews, and strengthening subrecipient capacity to meet state and federal grant requirements.


Working within the broader RHTP governance framework, you will ensure that each region's strategy is data-driven, compliant, and aligned with Indiana's long-term vision for rural health transformation. You will work closely with multiple state and contracted staff, internal agency partners, and external local, state, and national partners.


Subrecipient Monitoring & Risk Management

  • Develop and implement risk-based subrecipient monitoring processes in accordance with state and federal grant requirements.
  • Conduct desk reviews, on-site, and virtual monitoring of subrecipients to assess compliance with programmatic, fiscal, and reporting requirements.
  • Identify compliance risks and develop corrective action plans in collaboration with subrecipients to promote grant stewardship and partnerships.
  • Track corrective actions, follow-up actions, and resolution of findings to ensure timely remediation and sustain subrecipient compliance.
  • Contribute to the development and continuous improvement of formal subrecipient monitoring tools, templates, and procedures.

Financial Analysis & Fiscal Stewardship

  • Analyze finance documentation including invoices, expenditure reports, ledgers, and supporting documentation to verify allowable expenses and anticipate barriers to fiscal stewardship.
  • Act as a knowledgeable resource for finance and administration to Division Directors.
  • Utilize PeopleSoft Financials to monitor and report sub-award spending throughout the fiscal year.
  • Maintain and make accessible financial files.

Data Integrity & Performance Reporting

  • Analyze data submitted by subrecipients for accuracy, completeness, and alignment with program performance measures and reporting requirements.
  • Maintain detailed monitoring records, reports, and audit trails to demonstrate grant administration activities, best practices, and audit readiness.
  • Support internal staff and subrecipients in the preparation of state and federal audits by compiling documentation, responding to audit inquiries, and assisting with audit resolution activities.

Technical Assistance & Coordination

  • Provide technical assistance and guidance to subrecipients to strengthen grant management practices, documentation methods, and reporting processes.
  • Coordinate with internal program, finance, and data staff to manage queries, barriers, or tasks related to subrecipient grant monitoring.

Requirements

  • Master's degree or commensurate experience, with 4–6 years of program evaluation, QA, grant oversight/administration, data analysis, and data management
  • Extensive knowledge of federal and state laws, policies, and procedures as they pertain to finance and programmatic divisions
  • Some knowledge of business administration practices and procedures and basic accounting
  • Thorough ability to extend standard procedures and methods and develop new procedures and methods to deal with unprecedented situations
  • Thorough ability to work cooperatively with staff and representatives of state, local, and federal agencies
  • Extensive ability to read data processing printouts, analyze data, and prepare reports
  • Advanced knowledge of appropriate PeopleSoft Financials modules
  • Advanced knowledge of Microsoft Excel, Outlook, Word, and other Microsoft products
  • Ability to learn and navigate reporting systems such as but not limited to RedCap and GrantSolutions
  • Advanced ability to develop new or modify existing policies and procedures
  • Considerable ability to apply problem-solving techniques to address issues at the state and local level
  • Considerable ability to communicate verbally and in writing with individuals or in group situations
  • Extensive communication skills, both verbal and written

Highly Desired:

  • Experience with CMS-funded programs or federal cooperative agreements
  • Familiarity with Indiana's rural health landscape, including hospitals, FQHCs, EMS, and community-based organizations
  • Experience in chronic disease prevention, cardiometabolic health, or community-clinical integration
  • Experience in lifestyle medicine, diabetes prevention, hypertension management, or related frameworks
