POSITION SUMMARY:
Chief Executive Officer for Saginaw County Community Mental Health Authority (SCCMHA). Reports to the twelve-member SCCMHA Board of Directors and provides management of broad range of public community mental health services to individuals with mental illness and individuals with a developmental disability. Assists board in policy development. Manages program development and service delivery within board policy, Michigan Department of Health and Human Services policies, procedures, and contract guidelines, the Michigan Mental Health Code, MI Public Health Code and Michigan Social Welfare Act. This position will be knowledgeable about and actively support culturally competent recovery-based practices; person centered planning as a shared decision-making process with the individual, who defines his/her life goals and is assisted in developing a unique path toward those goals; and a trauma informed culture of safety to aid consumers in the recovery process.
ESSENTIAL DUTIES AND RESPONSIBLITIES:
1. Directs service delivery and related administrative operations within the guidelines of the organization’s mission, values and policies.
2. Directs service delivery in compliance to specialty populations specific to Medicaid Waivers, State Plan Services, EPSDT and other Medicaid Authorities as a partner in PIHP Region 5/MidState Health Network.
3. Directs service delivery through a comprehensive specialty network comprised of both board operated and contracted providers credentialled by SCCMHA.
4. Directs service delivery to adults and children/youth with mental health and substance use disorders and their families with status as a Certified Community Behavioral Health Clinic (CCBHC).
INCIDENTAL DUTIES AND RESPONSIBILITES:
1. Participates in Local, Regional and Statewide behavioral health related work and committees.
2. Works with Saginaw County Board of Commissioners on SCCMHA Board of Directors appointments as per the Michigan Mental Health Code requirements, Saginaw Count Match funding, sharing of Annual Financial and Compliance Audits.
3. Supports SCCMHA Citizens Advisory Committee
REPORTING RELATIONSHIPS:
Reports to: Saginaw County Community Mental Health Authority Board of Directors and Standing Committees.
Supervises: Chief Information Officer, Chief Quality & Compliance Officer, Chief of Health Services and Integrated Care, Chief of Network Business Operations, Director of Human Resources, Facilities and Transportation, Director of Network Services, Public Policy and Continuing Education, Chief Financial Officer, Director of Environmental Services, Customer Service and Security, Executive Director of Clinical Services and Programs, Manager of the Office of the CEO, Officer of Recipient Rights
WORKING CONDITIONS/ENVIRONMENT:
Works in normal office environment with usual pressures of managing a large organization and dealing with time constraints. Because of multiple building sites that comprise the offices of SCCMHA, the need to meet with other leadership and staff members and/or groups, it is common to drive to several locations, sometimes in bad weather. Occasional exposure to consumers with potential physical illness for disruptive, aggressive behavior.
QUALIFICATIONS:
Education: Master’s degree in Social Work, Psychology or closely related Human Services field and solid knowledge of Behavioral Health Care and administration in a managed care environment.
Experience: Seven (7) years progressively responsible community mental health management experience, with at least 4 years in senior management roles. Ideally preferred senior management experience was with behavioral health organizations with at least $70 Million in revenue.
Licenses and Certifications: Valid Michigan Driver’s license with a good driving record.

2. Extensive knowledge of mental health administration, public administration, fiscal management/budgeting, network management, human and other resource management.

11. Understands and values those with lived experience and their key informant role to improving service quality.
12. Leads SCCMHA Annual Strategic Planning and related budget development and monitoring reports to the SCCMHA Board of Directors.
13. Working knowledge of Health Care Compliance laws and regulations.
14. Ensures SCCMHA maintains all necessary MDHHS Certifications and CARF Accreditation.
Physical/Mental Requirements:
1. Hearing acuity to converse in person and on the telephone or virtual meetings.
2. Ability to manage change through layers of subordinates.
3. Ability to use software applications and programs including Microsoft Office Professional
4. Calm and deliberate processing of customer or customer family crisis and concerns.
5. Ability to travel within the county and state for various meetings, activities and events, occasionally including overnight stays away from home.
