Key Responsibilities:

The Safer Smarter Schools Project supports Papua New Guinea’s national education reform, including the 1–6–6 school restructuring, which focuses at improving student retention, completion, and learning outcomes from Preparatory through to Grade 12. WVPNG together with government and development partners is implementing a multi-sectoral education programme designed to improve and strengthen students safety, wellbeing, resilience and inclusion .

The purpose of this role is to oversee grant implementation and operational activities within Morobe, Western Highlands and Central provinces for the UNICEF Smarter and Safer Schools (3 S) project, delivered by World Vision Papua New Guinea.

The role is responsible for leading, supporting, and ensuring the accountability and performance of project staff based in the three provinces. It will also ensure that project implementation and expenditure are effectively and accurately monitored, donor requirements and program objectives are met, and any emerging risks or issues are promptly identified and addressed.

Project Planning and Implementation

  • Lead the development and execution of detailed project plans, workplans, timelines, budgets, and risk management frameworks.

  • Ensure effective implementation of smarter and safer school interventions, including safe infrastructure, disaster risk reduction (DRR), WASH, child protection measures, digital learning readiness, and school safety policies.

  • Coordinate field activities to ensure schools meet safety, inclusiveness, and resilience standards.

Reporting and Communication

  • Prepare high-quality narrative and financial reports for donors and internal management.

  • Document lessons learned, success stories, and best practices.

  • Communicate project progress, challenges, and results effectively to diverse audiences.

  • Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Oversee monitoring of project indicators, milestones, and outcomes.

  • Ensure accurate data collection, reporting, and documentation aligned with donor requirements.

  • Sustainable results and long-term impact are realized for beneficiaries.

  • Support learning and adaptive management to continuously improve project effectiveness.

Financial and Resource Management

  • Manage project budgets and expenditures in compliance with organizational and donor policies.

  • Approve activity expenditures, track spending, and contribute to financial reporting.

  • Ensure efficient use of resources and value for money

Staff Management

  • Recruit and retain a skilled, diverse team focused on improving child well-being

  • Provide strong leadership while ensuring staff accountability and performance

  • Identify, coordinate, and support training to build staff capacity for high-quality, consistent

Project delivery

  • Project team performs effectively and meets performance expectations

  • Maintaining good relationship with external stakeholders

  • Establish and maintain relationships with government and non-government education partners at a Province level. Support staff to effectively engage with government and non-government stakeholders at District, LLG, and community levels. Directly coordinate with project staff and consortium partners to ensure delivery of needed support within the province.

  • Strong coordination and collaboration with stakeholders and partners are maintained

  • Coordinate with departments responsible for finance, procurement and logistics, and human resources to ensure compliance of project and staff with key policies and protocols.

  • Work alongside the World Vision Area Programme Manager and other World Vision project teams to support mutual accountability, coordinate activities, and speak ‘with one voice’ to communities and stakeholders.

  • Visit project sites and communities on a regular basis.

WV Christian Work Living

  • Lead and support Christian activities that enrich and develop mutual growth in Christ

  • Perform any other tasks assigned by the Program Operations Director.

  • Convey World Vision identity and core values in life, word, and deed in the workplace and outside of the workplace.

  • Participate in World Vision PNG core staff activities, such as regular staff Christian reflection activities and regular programmatic Learning & Reflection days.

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Bachelor’s degree in Education, Project Management, Engineering, Development Studies, Social Sciences, or a related field.

  • At least 5 years of professional experience in project management; including experience leading a team or office of similar size and scope of accountability required.

  • Technical or programming experience in education, gender, WASH, or child protection preferred.

  • Direct experience in managing staff, donor and stakeholders especially in the education sector

  • At least 2 years work experience in managing projects in the field offices

  • Direct experience in working with multicultural teams

  • Demonstrated ability to lead teams and deliver consistent quality programming and reporting in complex organisational and operational environments required.

  • Proactive working style and proven ability to identify and mitigate risks, problem solve, and effectively manage conflict required.

  • Strong planning, organisational, and project management skills required.

  • Strong interpersonal skills required. Experience managing cross-cultural teams preferred.

  • Proficiency in Microsoft Office and email required

  • Fluency in English and Tok Pisin required.
