Overview/ Job Responsibilities
Sev1Tech is seeking a Cloud Operations Manager to oversee day-to-day operations for a cloud-based managed hosting environment supporting the Cybersecurity and Infrastructure Security Agency (CISA). The ideal candidate will have strong technical leadership experience in cloud operations, security operations management, and IT service delivery in compliance with federal IT standards (FISMA, FedRAMP, NIST 800-53, Zero Trust). This individual will be responsible for directing engineering and administrative staff, managing escalations, developing, and documenting operational processes, and ensuring adherence to Service Level Agreements (SLAs).
Responsibilities
- Lead and manage a team of cloud engineers and system administrators responsible for operations, monitoring, and support of an AWS managed hosting environment.
- Direct day-to-day workload distribution, resource planning, and prioritization of operational tasks across dedicated engineering and administrative roles.
- Manage security operations functions, including vulnerability management, patching, incident detection/response, and compliance monitoring in accordance with FISMA/FedRAMP.
- Develop, document, and automate standard operating procedures (SOPs) for cloud operations, incident response, and change management.
- Oversee service delivery and SLA performance, ensuring metrics are tracked, reported, and continuously improved.
- Provide leadership for Tier 2 and Tier 3 support escalations, including after-hours support, coordinating with engineering teams and government stakeholders.
- Collaborate with program management and government leadership to ensure alignment of operational priorities with mission needs.
- Drive process improvements, automation initiatives, and operational efficiency through Infrastructure as Code (IaC), monitoring platforms (e.g., ScienceLogic, AppDynamics, Splunk, CloudWatch), and ITIL-based processes.
- Ensure documentation, reporting, and performance metrics are complete, accurate, and available for customer reviews and audits.
Minimum Qualifications
Bachelor’s degree and at least 4 years’ experience performing as a Scrum Master within DHS (preferred); without a degree 4 additional years of experience are required:
- Over 8 years’ experience providing Project Management specifically utilizing Agile Methodologies.
- Experience working in a Government Information Technology organization preferred.
- Demonstrated ability to communicate effectively both verbally and writing.
- Strong hands-on knowledge of AWS services (EC2, S3, RDS, IAM, CloudTrail, CloudWatch, Lambda, VPC, etc.).
- Experience managing operations teams in a federal government contracting environment.
- Familiarity with federal compliance frameworks (FISMA Moderate/High, FedRAMP, TIC 3.0, Zero Trust).
- Strong background in ITIL processes: incident, problem, change, and service request management.
- Demonstrated ability to lead cross-functional teams, manage escalations, and communicate effectively with technical and non-technical stakeholders.
- Experience with operational automation tools (Terraform, Ansible, GitHub, etc.) a plus.
- Eligibility/Clearance Requirements: Must be able to provide proof of U.S. Citizenship

Clearance Preference:
- DHS/CISA EOD - 1st priority
- Any DHS badge + DoD Top Secret - 2nd choice
- DoD Top Secret + willingness to obtain DHS CISA suitability - 3rd choice (it can take 10 -60 days to obtain CISA suitability – work can only begin once suitability is fully adjudicated)
Desired Certifications
- AWS Certified SysOps Administrator.
- ITIL v4 Foundations or higher.
- CISSP, CISM, or equivalent security certification.
