Reporting to an Executive Leader, the Senior Director of Human Resources serves as a strategic and trusted advisor to Salud’s executives and frontline leaders on all aspects of human resources (HR) and labor relations activities. This position leads and develops the HR team to implement and drive all HR and labor strategic initiatives, ensuring alignment between HR strategies with business objectives. The Senior Director is responsible for planning, overseeing, and evaluating all HR functions including labor relations, employee relations, classification and compensation, recruitment, employee benefits, disability, workers’ compensation, leave management, management of HR staff, training, policy development and HR compliance.
RESPONSIBILITIES
Human Resources:
- Lead a high-performing HR department to deliver all HR and labor relations activities through effective leadership, accountability, and staff development.
- Serve as a trusted advisor to Salud’s management team on Human Resources, employee relations, labor relations, benefits administration, leave of absence, and workers compensation.
- Provide training, guidance and administration of compensation, benefits, leave and total rewards programs in compliance with applicable law, policies and collective bargaining agreements (CBAs).
- Lead strategic alignment of human resource programs, initiatives, and services through effective change management strategies and collaboration with leadership.
- Lead workforce planning, succession planning, and organizational development initiatives aligned with organizational strategy.
- Collaborate with Salud’s leadership team to develop, educate, and enforce HR policies and procedures.
- Oversee the development and evaluation of training programs to ensure effectiveness and alignment with organizational needs.
- Ensure effective communication of HR policies, programs and initiatives across the organization in collaboration with the HR team and Salud management.
- Develop and maintain standard operating procedures, including system and process documentation.
- Ensure organization continuous compliance with federal and state labor laws, collective bargaining agreements, and internal policies through consistent application and oversight.
- Oversee the operations and use of HRIS for accuracy, efficiency, and effectiveness.
- Ensure compliance with all policies and processes and compliance with union contractual requirements.
- Oversee the development, maintenance, and approval of job descriptions to ensure accuracy, legal compliance, equitable language, and alignment with classification and compensation structures
- Participate on Salud’s Committees as determined by Executive Leadership.
- Performs other duties as required.
Labor Relations:
- Provide strategic oversight of all labor relations activities, in collaboration with the Director of Employee Relations and HR team members as appropriate
- Oversee collective bargaining negotiations, partnering with external negotiators, legal counsel and/or the Director of Employee Relations and other HR team members as appropriate
- Ensure consistent interpretation and application of collective bargaining agreements across the organization
- Guide managers on significant employee disciplinary issues and CBA interpretation, in collaboration with the Director of Employee Relations
- Provide final review and decision-making authority on significant grievance matters; attend arbitrations and high-stakes hearings as needed
- Collaborate with department leadership and union officials on labor relations strategy, policy development, and regulatory compliance
- Provide leadership coaching on employment and labor relations matters in compliance with policies, collective bargaining agreements and contractual requirements.
Employee Relations:
- Oversee, advise and support the Employee Relations Director and team, especially in relation to complex employee/labor relations matters requiring critical decision-making.
- Provide senior-level oversight of the onboarding and offboarding functions, ensuring consistent, compliant, and positive employee experiences from hire through separation.
- Partner with Director of Employee Relations and Salud management to resolve employee related matters and grievances.
- In collaboration with the Director of Employee Relations, advise management regarding compliance with State and Federal laws governing employee/labor relations.
- Provide final review and guidance on significant disciplinary actions, ensuring decisions are consistent, well-documented, and aligned with organizational standards
- Oversee complex workplace investigations and ensure findings are thorough, objective, and defensible.
- Provide strategic guidance on high-risk employee relations matters, balancing operational needs with legal and organizational risk.
Benefits Administration:
- Supervise the Benefits Administration team and serve as subject matter expert.
- Oversee benefits programs, working in partnership with the CEO and CFO to recommend and implement strategies and programs to ensure the organization’s competitive edge while controlling costs.
- Provide strategic oversight of benefit programs, including plan design, cost management, vendor performance, and employee experience.
- Oversee the effectiveness and compliance of Workers’ Compensation and leave programs.
- Ensure benefits administration, and unemployment claims are managed effectively.
- Scale and streamline the administration of benefits plans and programs to ensure efficient operations while keeping the employees’ experience front and center.
- Ensure compliance with applicable federal and state benefits laws, including ERISA, COBRA, FMLA, and related regulations.
Recruitment:
- Oversee and support a high-performing recruiting team that develops and implements effective recruiting strategies aligned with Salud’s goals, including specific strategies to support ongoing, robust provider recruitment.
- Partner with management and the recruiting team to understand hiring needs and deliver strong candidates
- Support the recruiting team in optimizing recruiting processes to improve efficiency, candidate experience, and quality of hires
- Ensure recruitment strategies support long-term workforce planning and service delivery needs.

MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Human Resources, Business Administration or related field (or 10 years equivalent work experience in lieu of college degree).
- 8+ years of progressively responsible HR management experience, including leadership experience, preferably in healthcare.
- 5+ years of work experience in a unionized work environment required.
- Experience participating in or leading collective bargaining negotiations
- Possession of a valid CA Driver’s license and insurance.
DESIRABLE QUALIFICATIONS
- Master’s degree in Human Resources or related field preferred.
- Bilingual and bicultural
- Experience in community health care and/or non-profit experience
- SPHR/SHRM-SCP certification

Work is performed primarily in a standard office environment with extensive interpersonal contact and frequent interruptions. Physical demands include sufficient ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to extensively operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information; see in the normal visual range with or without correction; hear in the normal audio range with or without correction.

SALARY & BENEFITS
Salary: $164,182.27 - $199,564.56 per year

Benefits: available to all regular Salud employees working 24+ hours per week. Part-time employees may receive some benefits on a pro-rated basis.
